About “who takes the fall”; I think Shoigu is the perfect fall guy: he has the appearance (and apparently the mind) of an imbecile, he’s not an oligarch (meaning has relatively little money and influence) and most importantly he’s very easy to declare “an ethnic non-Russian”, which is what they usually do to anyone who fails. Obviously, anybody can be declared “an ethnic non-Russian” because nobody knows what “a Russian” really is (“the Russians”, “ethnic” or not, have nothing in common genetically other than predisposition to alcoholism), but still it’s easier to declare “an ethnic non-Russian” someone who isn’t even white, so yes, Shoigu will make an ideal scapegoat. Gerasimov is probably second-best as he scores the first 2 of the Shoigu’s 3.
