The problem has never been the building, it is invariably the operation, because those left on the reserves do no usually have the skills to operate the water treatment plants, because there are so many better paying opportunities outside there for those who identify as indigenous and are educated, especially with the lunatic focus on ESG scores.

Another reason may be a lack of properly qualified people.
During my time at Armpit College, I had at least 3 students who I knew were natives. One, I believe finished and actually graduated. Another one showed up for the first year, but disappeared soon after he started his second year. The third one also made it into her second year but I don’t think she finished all of her courses and, like the second one I mentioned, vanished.
I suspect the last two may have found jobs where a diploma wasn’t necessary or there were certain connections with such employers and what education they had while at AC was considered good enough.
Yep, I remember reading an article about that very issue. Basically they asserted no one in the community was qualified to do daily water testing, never mind you dip a plastic strip into a water sample and compare it to the colored strip on the dipstick bottle. I can only shake my head.
I heard that they don’t know how to use a screwdriver. I find that an exaggeration but it came from someone who had experience of the FN water scam.
I enjoy listening to The Roy Green Show. About 2 or 3 years ago, one of his guests said there are 3 reasons why communities crumble.
1. There isn’t anyone smart enough to maintain infra-structure.
2. Money to support the community is stolen quicker than it is handed out.
3. People who like infrastructure and not crime, move away.
This applies to Democrat run cities and states, Canadian Indian Reserves (I do not know anything about American Indian Reserves) and to Canadian Liberal Cities/provinces.
I lived in Calgary for 12 years and moved to Regina 8 years ago. Sadly, so many Liberals from Ontario and the East Coast moved to Calgary (and other parts of Alberta) that Calgary and Alberta are no longer conservative. I grew up in Edmonton, and because it is the capital of Alberta, there has always been a lot of graft/grifting in that city.

I noticed something similar about Fort St. John in the last 40 or so years. A lot of people moved there from Lotusland and the general conservative tone that I remembered from my youth isn’t there any more.
In the last few years, I’ve also noticed more natives in FSJ, particularly in the downtown area. It seems that many of them don’t have a whole lot to do. Maybe they don’t need to work because they got good payouts resulting from Treaty 8.
10M? Barely worth the effort required to grift. hard to get the first Canadians excited by less than a 100M these days, inflation hits everything.

I have done so many threads on how the projects are procured via ISC (INAC) but I can see that even that is not enough to accurately reflect what happens on the ground once a project starts. People ask me why projects fail – here it is folks, a big part of it.

They were prosperous, successful until the second Northwest Rebellion, that enabled the crushing of any independent individuals

I tend to look at individuals as just that, some work and prosper, some don’t, free choice, paying people to sit around and remembering the “good old days” is financed failure
