What caliber would it take to punch a hole in what has to be a 1/4″ thick steel water tank? I suggest that was a .50 cal. shot
An old .303 British will go through 1/4″ steel. So I’m betting a tank like that is much thicker.

Well technically you could calculate the hole size based on the mass flow of the water and the head of a full tank.

When I say ‘you’ I absolutely means ‘someone who is NOT ME’.
Also don’t underestimate the power of bullets or overestimate the abilities of steel.
This is highly likely to be mild steel of about 250 – 300Mpa. As steels go this is soft as but perfectly capable of being the walls of a water tank. Armour (which is a broad term) is a lot harder than that but unlikely to be the material we are talking about.
So, if it WAS armour then what keeps out what?
Well in a broad sense and using the theories of the 1930s, 8mm was considered the min thickness to keep out AP rounds from ‘rifle’ calibre machine guns at point blank range. So 30-06, .303, 7.92mm.
The next weapon up during that era was the Hotchkiss 13.2mm. The M2 existed, but was not that common outside the US at this time. M2 was/is nominally more powerful but the 13.2mm was considered a common enough weapon for light tanks and armoured cars that it made a good bench mark for things a tank might get shot with.
To keep out 13.2mm at point blank? 30mm of armour.
