With many rural bars in Manitoba on their last legs even before Covid, if this measure doesn’t put them all under, I don’t know what would. Urban bars won’t be far behind either.

No need for clarity when central planners must be seen to be “doing something”. Bankruptcy and mass unemployment are apparently an acceptable policy outcome.
As one bar owner put it, “Even with the new restrictions the hotel isn’t making money. Every day we open the doors, we are losing money,”

Liquor laws in Manitoba have been overbearing since long before COVID ever arrived. “Beverage Rooms,” as they were called, had to be constructed as part of a hotel. Prices were (and still are, I believe) highly regulated. Hours of operation are strictly enforced (how dare you want to dance until 4am!).
Hands up if you ever rented a cheese sandwich at the Saxony restaurant on Yonge Street on a Sunday.

Back in the day in Ontario you could get, for ten cents, a six ounce glass of beer (only one at a time) at a beer parlour or Hotel as we used to call them without buying food. If you wanted the hard stuff you had to go to a club or restaurant and had to buy food. As you said rented a cheese sandwich or maybe a cheese plate that had seen better days. If you didn’t want to do that you could go to the LCBO fill out a paper and take it to the clerk and he would get you what you wanted and go home to drink in peace.
C’mon, man! Follow the Science! Obviously serious, robust research has shown that the virus can tell if you are eating, and cannot infect you then.
Besides, if we just let you do things, you would feel like we were not controlling lives for the good of all.

Growing up in TO in the 50s and 60s, yikes last century, one could only have a drink on Sunday if one bought food. Progressiveness? Also, women could not go into a tavern unescorted. Seems to me we are going backwards. Out here in BC all churches are closed but not gyms or Costco, Walmart, Home depot etc. These rules make no sense and are therefore nonsense. Our casinos are closed. Why? Because Saint Bonnie Henry doesn’t like gambling. She said that under her watch they will be the last to open.
Why are unelected officials, high paid bureaucrats, the official mouthpieces for the government? The Ministers of Health should be making these daily announcements on TV and not the bureaucrats as they have no accountability. Then again maybe that is the point.

It’s worth noting that in Manitoba you can only dine out with members of your household. That still applies to these new rules governing having a drink in a bar.

I remember when we lived in Ontario about 50 years ago going to a bar at the airport waiting for a plane and wanted a beer. The waiter said at the time that we had to order a meal with that or he couldn’t serve us a beer.
I said I wasn’t hungry, he said no problem and gave us a choice of a ham sandwich or an egg salad sandwich.
I again said I wasn’t hungry and wanted just a beer, He said don’t worry there is no charge and you don’t have to eat it.
When he brought us our beer he had a couple of sandwiches on paper plates wrapped in Saran Wrap that looked like they were a month old. Hard as pavement.
Apparently they just put these down in front of you with your drink and when you were done your drink he just picks up the month old sandwich and gave it to the next table.

Train travel between Tronna/Moan Real in the 60’s/70’s. On a Sunday, Moan Real no limits, until the Ontario border. You could get a beer on Sunday in the lounge, even at 0800 hrs. Travel the other direction, the lounge opened at the Kaybec border on Sundays, noon only on other days. Late 80’s beat the lunch crush downtown Tronna. Order lunch and a beer. It was 11:50 AM. Lunch, no beer until noon. I swear they walk around with something up their arses in that Province.
For comparison, you could buy a bottle, or case of beer from the hotel front desk in Whitehorse, Yukon….7 days a week, late 80’s. You could drink in your vehicle, if you weren’t the driver, or walk down any street with your beer in your hand. Not sure if you can today.
Had to show ID in a Dartmouth pub one day. They wouldn’t accept my passport, or any “foreign” drivers license with photo. I was 35. Halifax/Dartmouth are weird towns.
How about rubber chicken legs like they used to have in Alberta liquor lounges? Those were reusable and didn’t spoil.
The only thing you have to remember is that low life scum that the bureaucrats and politicians are, they don’t care and don’t give a damnest damn or flying ….. They make the rules and they get paid the big bucks they envy of those that actually work for living.

GerryK, I’m thinking you are right, though I have lived in a country run by communists for some 23 years and it took them until very late 80’s, roughly a generation that everything went caboom. Must say though this was a civilized country and rather industrialized, in the center of Europe so however the communists tried to demolish the economy, the population did their best to survive. Surprisingly not on free stuff if you exclude education and healthcare.
As you may have heard before the public secret arrangement was that you pretended to work and they pretended to pay you.
Also you had to work, there was no welfare or unemployment, if you did not work you were a parasite and subject to punishment.

If I was an owner , I would put a special item on the menu titled FOOD , with a picture of a plate of food.
When the customer orders FOOD , he/she would be presented with a photo copy of said food plate and whatever else they ordered.
If you are going to fight City Hall … use their rules , in this case their EXACT words to show compliance.

As of March 7 there are 9 active ICU patients and 48 active hospitalizations in the entire Province of Manitoba and per the Government data the recovery rate is 99.94%. Province wide there are 4209 ICU beds. There is NO curve left to flatten. The almost year long campaign of fearmongering by the media and government has the dumbed down masses so terrified that they are begging for stricter lockdowns and other punitive measures. Needless to say the Thugs like Pallister and Dr. Roussin are happy to comply. Their food with beverage rule is in place to deter people from going out, just like their stupid new rule that says you are only allowed 2 designates in your home, yet you cannot go out to dinner with them.
Every complicit politician at every level and the so-called Health Officers need to be held criminally responsible for the harm and damage they have inflicted on the economy and society as a whole.
In Alberta, there are 247 in the hospital, 42 ICU. Out of some 8300 beds and 1000+ ICU available. From their map, most of the cases are now out in Indian Territory and TFW “hostels” in the cities. Flights in daily, as Calgary is an “international hub”. It’s sunny here, plus 8 C. Go out and get some, it’s “free”.
North Dakota has allowed 85% capacity in bars and restaurants since February 1st. Their curve has been flat ever since. Today, they have 34 active cases.

In Manitoba you are only allowed to sit at a table with people from your own household, and they are suppose to check your id for your address. Why would anyone pay to go drink at a bar with members of their own household. Food or no food. Makes them seem like they are doing something to help but in reality, nope. Even going out for meals with your household is kind of boring.
It’s an intelligent virus. It knows geography.
We had the same ‘alcohol only served with a substantial meal’ crap months ago here in England . One government minister stated that “a scotch egg” constituted such. As commented above, how does the virus know whether you are eating or not??
Bars, restaurants, hairdressers etc. all closed yet 40% of all ‘cases’ (when has that ever referred to people who are not sick???) are via the envy of the world OUR National Health Service. Nurses are threatening strike action over the derisory 1% pay increase (don’t mention pension contributions and grade wage rises). As we have the worst death rate of all major nations*, perhaps lives would be saved if they did.
