Result was disaster where none of the incoming understood the issues they would have to deal with, and in some cases severe loss of life. Example of the latter was Col. Sam Hughes, by far and away Canada’s worst defense minister.

Joey, firing the entire civil service was routine in Canadian government, particularly in provincial governments at the turn of the last century. Before WW1, it was routine for everyone right down to the secretarial pool to be swept out on the streets, particularly in smaller provinces. In the U.S. at least 50% of the population has not become part of the swamp and there is an appetite to drain the swamp.
In Canada, about 65% of the population are happy to be a part of the swamp and complain if any conservative even talks about fiscal common sense or firing a Liberal appointed hack. Forget the CBC.
Back in the day, the 2 countries were very similar. Today, we are very different places with different ideologies.

If I look back in recent Canadian political history (federal and provincial) , the Liberals manage to stay in power until things become a total mess (re. Ontario accidentally elects Ford) , at which point in the space of 1-2 years the voters expect miracles from the Conservatives , begin to complain about horrible cuts etc. then vote the Liberals back in as the refreshed Liberals promise them endless freebies and the cycle begins again.
A recent poll claiming some 68% are content but also pointing out that almost the same number are within 1 paycheck of bankruptcy seems to make no sense unless these same voters are expecting government to save them with more freebies.

If Trump was serious about it he would have cleaned house January 21,2017. I don’t think he’d thought his position through. Hadn’t considered what these senior people were capable of or where their loyalties lie. He was a populist without experience on the dark side of the game. Part of the problem is that all who dwell in the swamp, fear the swamp. Even if they don’t like it how things are and want to change it, the President only had eight/has four years to drain it, so they’d be hedging their bets. Meanwhile, I’m sure President Trump didn’t want only clean the out the government apparatus, he wants to fix things in the country at large.
Mark Steyn often says “politics is downstream of the culture.” I would add, the bureaucracy is downstream of the political culture. The civil service is mainly working for the civil service, and the party that favours more government for the sake of government (U.S. Democrats, Canada’s Liberals, the left everywhere,) tends to attract more supporters to and in the bureaucracy.

This was seen particularly clearly and explicitly in France, where the only road to personal economic success and fortune lay through: 1. les grandes ecoles; 2. leading to junior roles within a) state owned corporations or b) various ministries, leading to 3. senior elected political office.
I would only suggest that this “aristocracy of education” was created deliberately with this intended effect by Charles de Gaulle at the beginning of the constitution of the Fifth Republic.
