Homeless people guarantee reelection. That is why increasing the homeless population is a winning strategy.
If you wanted the problem actually fixed it requires taking the vote away from the homeless. No one os going to do that, cause there are more homeless votes than taxpayer votes.
This is the headwaters of the scam. The money is not spent on the homeless but is only allocated to their cause.
And there you have it. In US dollars, for about one half of the per person homeless allotment my wife and I bought food, clothes and insurance, heated our house, got in some travelling and paid our taxes (which would have included a contribution to the homeless warriors and their conference had we lived in King County) .

Why not go with something with boader appeal like having a cultivator shovel collectors swap meet or an art exhibit dedicated to the 324 different varieties of turkey necks?
Or combine it and cater to people who collect cultivator shovels and who also photograph turkey necks.
That would likely be a larger potential audience.
