Watched a pretty good account on Portland recently where the city has told their Prosecutors to not pursue petty theft crimes – the cops know it and have simply stopped going after the perps, so now ya got junkies walking into a store taking what they want – and no one stops them – same if it were your/my house. Cops wont even come. At least in the US, ya got the second.
