They knew to kick down the doors of everyone who has a firearms license. It doesn’t matter how many guns you have or what types they are, or whether they are registered or not, if you have a license you almost certainly have some guns, and if/when the RCMP are interested in taking away everyone’s guns that’s enough to go on. The RCMP always knew it never really mattered whether they had a list of the actual guns which is why they didn’t bother to keep the lists of firearms sold that licensed dealers had to provide them under the old FAC system.
(And they told the Liberal government at the time that they didn’t need a gun registry and didn’t want it taking funds or manpower from the RCMP. But they didn’t oppose it because they didn’t mind if the government wanted to spend additional funds on a computer company to build them a registry and kickback a good portion of the contract funding to the Liberal Party and they didn’t mind if the government created additional “holiday from real police work that is unpleasant or dangerous” RCMP jobs and/or large number of petty civil service jobs operating the registry, which would mean a large number of unionized government employees who would tend to vote for whichever party – i.e. the Liberals – was most likely to maintain them in employment. The Liberals knew the gun registry would make no real difference to crime levels or violent crime levels but it would expand government and in the next election it would be an issue that would provoke gun owners to anger and support of the Conservatives and the Liberals could use that get votes from people who don’t know any better.
The Liberals never do things for the reasons they claim and they never care about the things they pretend to care about.

The compliance rate is around 10-25% no matter what country or state you look at. Sometimes governments try to cover this up by lowering their firearm ownership estimates but the rate of noncompliance is extremely high. Canada, Connecticut, Australia, western Europe all run into the same problem. Gun controllers, like all prohibitionists (drugs, alcohol), think they can wave the magic wand of regulation and make the hated things disappear but firearm owners defy them each and every time. Only the blackmarket see any benefits.
