I do not believe the PM had anything to do with cancelling Black’s O of Canada. These were some bureaucrats making a recommendation to the GG. The GG could have vetoed, but chose not to. Black was correct to complain about the secretive process. These would be the same creeps that decided it was a good idea to give the award to Morgentaler. For many people the award is now permanently tainted.

LindaL, thanks. I read some of the news articles about this again, and you’re right, regarding Black’s Order of Canada. The articles also said that Black was ousted from the Queen’s Privy Council of Canada position due to a recommendation by PM Harper.
