He has a great suggestion,but unfortunately,we will never see it come to pass.One has to remember that EVERY politician,regardless of party and whether municipal,provincial,or federal,they all have a case of ego-mania.They have to.They also have a touch of the psychopath in them.Otherwise they couldn’t so blithly and constantly bring in and defend policies that screw everybody,except themselves.They lack the empathy. like it is said,society’s greatest enemy is the government it allows to run them.And it is human nature to advance one’s own life and survival,only politicians carry it to the extreme as they fully believe the “end justifies the means”,no matter how many it screws in the process.
If it could be limited to eliminating accumulated debt and balancing budgets I’m all for it. But 5 will get you 20 that the aparatchik would introduce a balanced scorecard rewarding themselves for reduced impact on the environment, increased employment equity representation (never mind who is the best for the job), more pavilions at folkfest, etc. etc. etc.
Mr. Hillier seems like an astute person, but sadly his idea will never fly in real life.
In the October 2010 Ontario Municipal election, I ran as a candidate for Woodstock’s City Council my sole platform was to freeze all elected officials remuneration (pay) in the Woodstock and Regional Government in Oxford County during the current recession.
After polling all, NOT ONE candidate in all of OXford County ( The regional goverment in Oxford County, Woodstock, Ingersoll and Tillsonburg) would agree to freeze their own pay as a measure of leadership in fiscal municipal management.
Unless the elected officials cannot curtail their own self interest in a time of recession, asking bureaucrats to put their own pay on the line (via performance) will NEVER EVER happen.
Sorry Mr. Hillier, pigs cannot fly and Dalton’s Liberals will NEVER act on the notion which you present.

Joe Molnar has it right, but that’s only part of the story. The real problem is that governments do not have the guts to face down the public sector unions. As soon as such measure is proposed for implementation, there will be a massive strike by teachers and health care workers.
And that moment is precisely when any public consensus to bring the public unions in line will fracture. The first to go will be parents with kids in school.
The current government in Ontario will not do it under any circumstances. The public sector unions are what voted them into office for the past decade.

2. The CEAA Gateway hearings.
3. Ontario’s Green Energy Act.
4. The 1982 National Energy Program.
5. The failure to form a national securities regulator, thanks to the provinces.
6. The ongoing US lobbies against Canadian lumber.
7. The Canadian dairy and egg marketing boards.
8. EU and US agriculture subsidies.
9. US ethanol subsidies.
I could go on with hundreds more statutes and regulations, but what’s the point? All of the above and many more had large, net-negative economic effects. It’s self-evident that politicians principally work to slow economic growth.

Ralf Klein tried something similar here in Alberta. It didn’t really work. What did work was slashing public sector expenditures to bring them into line with public sector receipts. Unfortunately there is no simple answer especially since the public has gone from working to build a greater nation to expecting the nation to provide their every need or whim.

I have a simpler suggestion: start by removing the “McGuinty lead” part from the province.
it seems like a no-brainer to me that politicians should be paid less, or at least have their wages frozen.
remove the high pay incentive and you’ll get fewer money-hungry/power-hungry crooks entering politics and citing their voter “mandate” when throwing a wrench in the country’s gears.
