Dion’s plan is a typical Liberal election strategy; he’s buying the vote, with two tactics.
The first, is the promise of money, money, and more money, to the voters. How is he going to get this money? He moves on to the next tactic, which is emotional: Guilt and Sin. He’s going after The Evil Corporations and The Polluters.
But wait. CO2 emissions aren’t pollution. Doesn’t he know that pollution and emissions are two different things and require different technologies to deal with them? Ah well, pollution is the better term to bring up notions of Sin and Guilt.
So, Dion gets the money from the Corporations. He utterly, utterly ignores that this extra tax will reduce their ability to INVEST in Canada, INVEST in any new technology to reduce their ..er..pollution. Oh, and he ignores that the tax will simply be, as usual, passed on to the consumer.

The price of anything produced by using energy, which is..everything..will increase. The price of food, the price of heating, the price of clothing, the price of ..everything. And companies will simply relocate to China and India.
“According to the plan released today, a two-earner family with two children and a combined income of $20,000 will receive a benefit of nearly $2,400 when the plan is fully implemented in four years.” (Toronto Star).
Tell me, how many two-earner families are there with two children, living on a combined total annual income of 20,000?
And the reduction in income taxes he refers to will be totally, completely, absolutely eaten up by the increased costs in, not only heating, but all consumer goods. All goods will increase in costs.
“The Liberal Green Shift (plan) will accomplish multiple goals: it will make real progress in the fight against the climate change crisis while encouraging energy efficiency in the face of skyrocketing energy costs,” Dion said. “And it will make our economy more competitive, while helping to decrease poverty.”
Dear god, how will it deal with climate change? How? How does a tax on fossil fuels, which will increase the costs of all consumption, how will it ‘fight’ climate change? How?
How will it make our economy more competitive? How? It effectively will drive production out of Canada. It will reduce the ability of Canadians to purchase goods.
And – importantly, vitally, it prevents any possibility whatsoever of Canadians developing an Investor Class. A class of people who earn and KEEP enough money, beyond living from paycheque to paycheque so that they can INVEST this money in developing Canadian industry.
Canada has been so highly taxes that we have been unable to develop our own Investor Class. Result? We depend on foreign investment. Totally. Our new technologies are invented in foreign labs; we can’t fund them. Our new products are invented elsewhere; we just copy and market them. Our new factories are funded by foreign investors. We can’t do it. And this Liberal plan cuts deeply into any hope of ever developing an Investor Class.
You know what this plan of Dion’s should be called? He calls it The GreenShift.

The rest of the panel challenged her on the idea that carbon taxes, especially the “revenue neutral” kind, actually make people make “greener” choices and thus encourage alternative fuel development. She started to say, “well, people will pay more, but take the money they get back to …” and then stropped dead in her tracks. It was priceless, and shows that many have not thought this through at all.
Dion’s plan has three main political flaws (whether one likes it or not, that is where the rubber meets the road):
1. Dion is on record as being against carbon taxes, and this will be replayed over and over again, where he will be painted as a true Grit, who flip flops and is leader of a party that is famous for not keeping promises.
2. Nobody believes this renenue neutral argument (certainly not Andrew Coyne), and even if it’s true, changes happen on a marginal and macro level. If the macro is unchanged (the “T” part of the national income equation), how can behaviour possibly be affected? More importantly, he has placed the tax on heating oil, where people have little choice to change, and the most vulnerable, lower income Canadians, simply don’t have the means to change out their furnace to higher efficiency models. Additionally, unless those details are elsewhere, Dion hasn’t explained how this will help the environment – how much will consumption of fossil fuels be reduced, and how will this tax “shift” truly encourage development of clean fuel technologies (Pigouvian theories are just that, they have big problem setting the right “price” on externalities).
3. Now Tories have seen many of the details, so they can pick them apart, bit by bit, and can outflank Dion by introducing their own green plan, by leveraging of Dion’s and gauging Canadians reaction to tweak their own. Of course, Layton has different ideas and now has been handed issue that is traditionally NDP strength to chip away at Grit support and divide the left of centre vote.
OK, that’s more than three, but you get the picture. Dion’s lack of political instincts seems to be showing. He’s shooting the works for a theoretical argument (Pigou) that is frankly unproven in the real world (witness Europe’s experience with rising fuel prices and carbon “trading”),and will likely now be picked apart, if initial reaction is any barometer in the future, particularly at election time.
Seems to me it will be easy for Harper and Layton to outflank Dion on this one.

No, the Liberals are going to take money from middle income, tax paying families and give it to low income tax receivers . According to Dion, the carbon tax is designed to punish behaviour they want less of and encourage behaviour they want more of. So by the way the structured the tax cuts they must want more low income, tax receiving families and fewer successful middle class and high income families.
If you look at the income tax brackets, the middle income is considered anything over $38,000 and “high income” is $123,184. So any income between those numbers (38,000 to 123,000) gets a miserly 1% income tax reduction. The Liberals figure that a two income $60,000 family will save about $1300 on income.
Now anyone that thinks that their bills for such luxuries as food and heating will only rise 1% ($1300)is delusional.
The carbon tax will be cumulative along the supply chain. At each stage it will grow as the producers, the transporter, the middlemen and distributors have to recoup the higher cost. There is the obvious things like food and heating. But not only direct cost of energy taxes but also the inevitable increases in labor costs as employees will need a pay increases. Municipalities will have to raise taxes to cover public transport, heating rec facilities, snow removal and most other functions so property taxes will rise. Ditto for provincial taxes for highway repair, snow removal, health care …Then add in all other consumer products like clothing, electronics etc. The tax increase will hit everything , absolutely everything.It will be like a snowball rolling downhill getting will get bigger and bigger.

On a brighter note, the CPC has been given a tremendous gift. They now know what the centerpiece of the LPC election platform – a massive tax grab and a minuscule tax cut.

Although she said the timing to unveil her green plan 1 day before Dion’s was just coincidental…Don’t believe a word of it. Elizabeth May is working as a tag team with Dion to the detriment of her own party I might add. She is eyeing a cabinet post in a Dion government which she would probably at least get the Environment portfolio.
Her plan is designed to be comparable to the Dion plan but on a “negative” light to the average sheeple shmuck: Let me explain:
– She wants to tax carbon at 50$’s per ton compared to Dion’s lesser 40$’s per ton.
– She clearly stated that she would directly tax gas at the pumps at .06 per litre…Dion said no tax gas increase.
She also stated broad tax cuts but little detail.
The two bullet points above are what her and Dion are betting on baiting the gullible.
There’s also a reason why Dion chose to use “Green” (In green color of course) in his “Green Shift” slogan. He is using it for their voter base to subconsciously make them connect the well established perception that the Green Party are the experts on the environment. If Dion’s plan is based on the same idea as Liz May’s BUT LESS PAINFUL (Lower tax per ton of carbon + no tax increase at the pump), they will likely jump on the Liberal plan.

The way I see it, Dion is, in true Liberal fashion, engaged in buying his way back to power.
He’s taxing large industries for their energy use. This money is not being spent in developing new technologies to enable cleaner energy use. No, he’s giving it to his voters.
In particular, he’s giving it to the lowest income people, who are most likely found among the new immigrants who don’t understand what’s going on; and those in the areas of Canada moving into unemployment. He wants their vote.
Additionally, he’s using Alberta’s industries to buy him votes in Quebec (which uses hydro or non-emitting power) and in the Maritimes and the collapsing auto industry areas of Ontario.
The fact that the cost to the consumer of ALL goods, including food, clothing, heat, hydro, and all goods, will increase – he can lay the blame for that, when it comes..well, on the usual, on the US, the Americans.
The fact that it will cause industries to leave Canada – he’ll lay the blame on someone else.
The fact that the young will leave Canada to get more productive jobs elsewhere…

Adding more CO2 does essentially nothing, except catch what radiation it can somewhat closer to the radiating surface. It’s the Laws of Physics – and unless these Carbon Taxers can modify Natural Laws to suit their purposes (all nefarious, sez I) we have nothing to worry about on the climate front.
We do have to worry about where these scoundrels are trying to lead us.
Real science does not support their theory, but their propaganda would have us believe otherwise.
There is a shortage of liquid fuels – brought on by poor management and “protection of the Environment”. What portion of the oil and gas bearing sediments of North America is available for exploration and development? The USA has some sort of restriction on both exploration and development on well over 70% of potentially productive areas.
The real problem lies in this difficult access which is political and not technical. Trying to frighten the population into not using the new demon Carbon to cover political incompetence that has caused the problem may be, from the point of view of a politician and his bureaucrats, a valid manipulation of the gullible – but it is not a solution.
Dion’s “revenue neutral” carbon tax has no basis in science or economics. Natural laws that govern both cannot be influenced by “political will” or any other ill-advised fantasy the political and bureaucratic classes may invent.
Ultimately it is we the people who will suffer from this gross mismanagement – to be kind – or this monumental deceit – to speak plainly.
It is time to rise up and face this pervasive insanity with resolve and with reason, before it is too late. Sadly, when the harried wage earner connects his pocket-book pain with this unsupportable fantasy and declares “enough” the manipulators may have already won.
