I think that this shows that the UN, and Canadian, ideology of ‘peacekeeping’ is no longer viable. You cannot keep the peace, ie, act as police, when the situation requires a military action.
A police action can do two things. First, it can simply separate two points of view, leaving it up to the courts to decide which view is legitimate. Second, if the courts have already provided a legitimate rule (no break-and-enter), then, the police can enforce that rule.
A military action has nothing to do with the above situation. It sets up one force against another force. The agenda is to win power; this power establishes the legislated rules..which the police can then enforce.
The situation in Bosnia had nothing to do with a ‘violation of the rules’ but with an attempt to delegitimize the current gov’t and take over the country. That calls for a military action. The UN peacekeepers were not permitted to operate this way.
It’s the same ideology being touted by the socialists in Canada – Dion’s Liberals, Layton’s NDP, the Bloc. They don’t understand the difference between these two situations. They want Canadians to act, never as military, but as police/peacekeepers. But – what if the situation requires military action – as it does in Afghanistan, where a force is trying to destroy the legitimately elected gov’t of the Afghan people?
Dion’s so-called ‘Marshall Plan’ is another example of this complete misunderstanding. Oh, by the way – hasn’t he accused Harper of being too bonded to the US model of doing things? Isn’t the Marshall Plan a US model???
At any rate, Dion’s proposal is an emotional honeytrap, a ‘feel-good’ proposal, geared to attract utopian followers. After all, anyone and everyone wants to help Those In Need. Especially at Xmas. So, Dion’s proposal fits right in with Peace to All…
But, it’s pure propaganda, pure manipulation of the people – for votes.
You can’t have a Marshall Plan in Afghanistan until the fight over the control of the country is over. That’s what the military is doing.
Dion is also ignoring that the Marshall Plan in Europe was for reconstruction, in an area which already had a LONG history of a civic mode of government, and long history of industrial economic development.
Afghanistan has neither. Afghanistan was a tribal governance, governed by loyalties to kin and blood groups – never to a civic set of rules applicable to all, no matter which tribe. Afghanistan is just for the first time, starting to develop a civic mode of governance.
And, Afghanistan has been a sustenance peasant agriculture, not an industrial economy.
Afghanistan has three tasks. First, it requires military action to deal with the armed attempt to take over the government of the country. Second, it requires assistance to move from tribalism to a civic mode of governance, to reduce the control and function of tribalism, and educate the people into a civic mode of doing things. Third, along with this, it requires assistance to move into an industrial economy. You can’t ignore any of these steps.
Dion’s suggestion of a “Marshall Plan’ is pure utopian propaganda, designed to attract the uninformed and emotionally ‘hip’ types to him and his Liberals. It ignores step one, and doesn’t understand the nature of or requirement for step two (tribalism to civic). Doing step three (Dion’s suggestion) with the first two, is disastrous. For the Afghanistan people.
But, it might well get Votes for Liberals. And after all, as Chretien and Dion said – “it’s all about winning”.
The Marshall Plan was implemented once the war and hostilities were ended.

It would be a terrible tragedy for our soldiers if the Liberals got in. They’d be sitting ducks with shovels and hammers, instead of guns and grenades.

Receiving a medal for a deployment is a standard military procedure. You don’t get it for “doing a great job”, it’s simply a recognition that you served a tour overseas. In the case of UN tours, a Canadian soldier will receive two medals for his first deployment – the UN peacekeeping medal, and a specific tour medal (eg. Bosnia). I’m not a huge fan of the Dutch military, but blaming them for Srebrenica is the same as blaming our Canadian boys for Rwanda. It’s just not right. Personally, the only part of that article that I found disturbing was this:
“Srebrenica survivors are demanding an apology – and are suing the Dutch state for failing to protect them.”
What kind of entitlement do you have to feel before you’re ready to sue a foreign country because their military couldn’t protect you on your own soil from your own countrymen? That’s beyond idiotic. It’s disturbing to see that the Bosnians are picking up the worst parts of our culture, while disregarding the best.
And before you ask, yes, we did in fact get a medal for Rwanda. Somalia too.
