The UN “police action” in Korea was largely an American effort. The UN Emergency Force, which Pearson established after the Suez idiocy, skedaddled when an attack on Israel was imminent in 1967. There is no “legal framework” at the international level for agreements; it’s a complete fiction. Nations can choose to ignore or walk away from such agreements at any time. And they do whenever these things no longer suit their interests.

The Paris accord was non-binding too. Once the ball gets rolling and government money flows, government departments will be set up, NGOs and lawyers will be sueing left right and center on behalf of what the Compact defines countries of origin and transit.
Supposedly the Compact is intended to raise the standards of the origin and transit countries to the level of the current destination countries.
But who believes that some poor African country is going to raise their standards enough so that people don’t decide to migrate elsewhere, where the social net is much better?
A government can “commit” to pretty much anything it likes.
