It has a lot to do with ideas originating in the West and an academic and political culture that actively promoted the worst of them.

Most of this is pretty good (but would really benefit from citation) but some of it is sorta weird. The writer mentions that the government of 1979 was too weak-but would it have not been a lot stronger if the sanctions in question had been lifted?

Well, that is the only ‘legit’ form of democracy and the barely-concealed preference for racial barriers here is nauseating. Better idea: do away with the democracy thing and the universal franchise disaster and limit the vote to racially-blinded criteria that filter out most of the population as unfit. Let the elites rule for once.
And you’ll end up with a different type of basket case, like any former French colonial power. Universal franchise sounds like an ideal goal but is proving itself inferior to any type of means test (landowner, etc). What we need is a society of angels.
The idiots in post-colonial Africa thought wealth was portable and transferable, not realizing the biggest component of wealth was human capital. They would nationalize an industrial plant that was an integral part of a world-wide complex. As they cut themselves off from raw materials and markets they ended up with a big empty building. In a smaller example, the family of a friend of a friend owned a furniture factory in Uganda that employed 100 locals. An African took it over from the East Indian owner dreaming how wealthy he would be. The factory didn’t last 6 months. It’s all about human capital – people with education and experience to do the job.
Theirs is a primitive culture of envy, jealousy and greed. I see the same thing among the ‘First Nations’ people.
