Silent Invasion, Clive Hamilton’s ground-breaking book about China’s covert influence on Australian society, has been both applauded as an overdue exposé and criticized as an exaggeration of the problem. But when he finished the book, he received some unwanted validation of its central thesis: three Australian publishers declined to publish it, citing fear of retribution from Beijing or its allies.
Hamilton, a professor of public ethics at Canberra’s Charles Sturt University and former executive director of progressive think-tank The Australia Institute, eventually found a willing publisher, and now is working on a sequel dealing with similar issues in North America. What he’s discovered so far makes him very concerned for Canada. He spoke with the National Post during a visit to Toronto.

Coal mining employs approximately 60 million people in China. A stunning number. Some (very few and lucky) in first world conditions, many using methods unchanged in hundreds of years. Some is thermal coal, some is metallurgical coal. One makes power, the other makes iron and steel (infrastructure and machinery).
A couple of years ago China wanted to cut output, so they cut the working days for all coal miners across the country to the equivalent of 3 days a week. That caused a major drop in domestic production, but didn’t cause 20 million unemployed who would be mad at the government.
China is almost a the point of being rich enough to be able to afford active policing of pollution laws. That’s part of the standards applied to foreign coals – they have lots of coals with high levels of Florine, Sulphur, and other potential pollutants.
Canada’s main competition for international coal sales is Australia. Much of the Australian coal is within 100km of tidewater. Canada’s shipping costs to get to an ocean port are either double or triple the Australian domestic shipping just because so much of our coal is so far away from the ports. Add the carbon tax, and we receive less. Why do we receive less? Because the fixed costs (including carbon taxes) are subtracted from the world price to determine the profit margin for any given mine. Since government royalties are charged, in part, on profits, that means less value to the governments of Alberta and Canada for the resource.
