I was reading an item a few days ago that said that at least 36% of Americans have an IQ of 83 or less. Looks like the article was correct. I am guessing this could also apply to Canadians.

Well 97-98 is the average for Canada & the US, so I guess that’s possible. There are a pantload of countries whose average is 83 or less so I don’t know how accurate it is as an intelligence measure.
100 is the average by definition and by definition 50% are less than average.

Assuming a normal distribution, 90-109 is generally considered “Average” by most current IQ classifications. This range would represent one standard deviation on both sides of the mean, and 68.2% of the population.
80-89 is considered “Low Average”, and represent two standard deviations to the left of the mean and 13.6% of the population. Anything lower than 80 (3 or more standard deviations to the left) is 2.2% of the population, therefore those who could be below 90 is at most 15.8% of the population, 83 or lower would be an even smaller percentage.
For 36% to be 83 or below the distribution would have to be skewed to the left with a mean somewhere around 85-88, and one standard deviation somewhere between 79 and 97, not the 90-109 as defined.

It should be about 13% below 83, but there are a few factors that can alter this.
All the statistical statements assume a normal population distribution. Not sure that really applies to any country that has had diverse immigration in discrete blocks (ie. not representative of the entire world, with certain population groups being over or under represented). It also does not apply to India where the caste system has isolated the population from each other (reproductively speaking). The IQ of any one group may be a normal distribution, but the distribution of the whole population would be the super position of each of the sub groups weighted by population.
The reason everyone concentrates on numbers below 83 is because that is the number the US military puts as the floor for induction into the armed forces. Their research spanning 100 years indicates that they can not find a net productive role for those of lesser intelligence. This does not mean that these people can not be productive, but that when placed with the rest of the armed forces, whatever productivity they may have is offset by a greater loss of productivity among the rest of the population when adapting to deal with these people in a team setting.
IQ is however far less important in this context than mental illness. A super genius with delusions will arrive at the wrong conclusions with unerring logic. Like Wile E Coyote.
