  1. There is a problem with the change to the illegal kickoff rule. If a team is scored on with only a small amount of time left on the clock, the kicking team on the ensuing kickoff can deliberatelly kick the ball out of bounds and not risk a return greater than scrimmaging at the 45.
    There is also an issue with punt return team deliberately allowing punt block linemen to fall forward past line of scrimmage and risk a penalty.
    The devil is always in the details.

    The 45 is pretty good field position at any time during the game. I’m sure the average kickoff doesn’t make it back that far. It’s a pretty good incentive not to kick the ball out of bounds on purpose. But removing the chance of an exciting run back at the end of a game is problematic.
    I agree it will be interesting to see how they implement the punt block lineman rule. It could be ugly until they work it out.
    I’m not sure about the rules to speed up the game. The game moves pretty quickly already. Taking away a coaches ability to request a measurement is pretty draconian. Why not just give the ref the right to disallow the measurement if he thinks it’s being done to stall the game. I’ve seen too many bad ball placements and bad measurements in the CFL to take away that right.
    If they want to speed up a game they should talk to the Canadian University guys. They stop the clock after almost every play.

  3. I like the PAT moved back, it should be a bit more exciting if the attempt is missed and the other team has a chance to run it back for two points the other way. The two point converts always have gone on a mathematical formula and time left in the game. You hardly ever see them in the first half. Moving the try to the three yard line won’t (IMO) encourage the teams to try it more often. Time will tell on this point.
