They are imitating Swiss clockwork style dancing figures. Something that Europeans would be more likely to recognize.
Many of the Swiss clocks from the last century had a smaller version of it known as a cuckoo clock. There were others much larger and more elaborate. I believe that is what this is designed to emulate.
You can tell by the style of footwork, which is designed to resemble a robot that slides along a rail from underneath.
I dunno. Creepy is in the eye of the beholder. This was supposed to be creepy too, but I thought it was rather cute….in a creepy sort of way.

My guess is that they’re meant to look like music box dancers. I saw a music box in Geneva, Switzerland many years ago that had four dancers on a mirror like turntable. Amazing workmanship!

The women are wearing old style, four wheeled, metal rollerskates. And for each woman, there’s a Russian man, under the stage, with a big magnet!
It’s amazing what you can do with a case of Roombas.
The facial expressions are creepy as well.
Not for voyeuristic reasons but academic curiousity…it would be neat to see this done without the long skirts.
It makes all my joints below my waist ache just to contemplate what we are seeing.
If one visits Sitka, Alaska, an American group of white women do that style of dancing emulating Russian Dancers. My wife and I saw them on a shore excursion in Sitka during a Holland America Cruise.
