The RCMP are investigating allegations of doctored invoices and a payment to a member of city council as part of their review of three external audits of major City of Winnipeg construction projects and real-estate deals.
In August, Manitoba Justice asked the Mounties to review audits of Winnipeg’s $210-million police headquarters project, the $18.6-million fire-paramedic station construction program and city real-estate transactions worth more than $500,000. […]
The police-headquarters audit, conducted by the consulting firm KPMG, concluded the city awarded what was initially a $137.1-million construction contract to a firm that did not submit a bid for the job.

Mot all that surprising as there is a certain Desert-People Mafia in the Peg, and it seems to get its hands on any city money that flows near real estate. Add to that the ex-ma(J)or being buddy-buddy with them and you can see that the $$$$$$ can fly into particular hands surprisingly easily. Did I mention that he bought a home in Arizona from the sister of one of the LARGE land developers? He paid $10 for it but later claimed that he paid more. Hmmmmmm. The papers have been full of it. Now the High River Gun Thieves are having a turn at sorting it out.

A little bit of Montreal on the prairies. How is this any different than any other city in Canada? City councils are full of graft and construction corruption.
I had attended the U of M in the early 70’s in Winnipeg and loved the city. I had planned to retire there, but my sister suggested that I visit it (this was back in 2009). I was shocked to discover that it had become a major city in a third world country. Parts (very few parts) of it were still pleasant but the downtown especially had experience enormous degradation. If I had moved there, my municipal property taxes would have gone towards this corruption.

I know how you feel,I visited Winnipeg in July /14,first time in 30 years. I couldn’t believe how the city has gone downhill,it’s a dump!
I’ve never seen streets so full of potholes anywhere,it’s damned near impossible to drive at the speed limit for fear of breaking a wheel in a foot-deep pothole.
The “downtown” looks like one big slum. I lived in Wpg in 1966, when it was a clean and well run city, lots of building going on, lots of jobs available.
That was in the days of Mayor Steven Juba and Premier Duff Roblin, things seem to have gone into the crapper since then,in the whole Province.
When I worked construction 40 years ago, $3,000,000 was huge for a project Now admittedly that was along time ago, but the prices bid now just seem foolish. Workers are making a third more, but not 5/6 times more.. Where have the checks and balances gone?
