Everyone in US cities knows this to be true.
By everyone, I mean every single person.
White or Black.
Rich or Poor.
Liberal or Conservative.
“Racism” is a game that is played out every day, all day, everywhere.
The object of the game for Blacks, is to get money from Whitey.
Whitey’s object is to make money as quickly as possible, and then get the hell out of those human zoos.

Well known successful blacks such as Thomas Sowell, Walter Williams, Justice Clarence Thomas and Dr. Ben Carson all came from impoverished homes and either raised by single moms or grand-parents. I would say it depends on how you were raised, including how you were disciplined and the expectations placed on you. The US culture of encouraging blacks to be welfare dependant is a huge factor, not being genetically inferior.

I don’t know what you think they are representative of. Those who raised them pointed to successful whites, not the average, as people they should emulate instead of getting into trouble.
Only about 30 % of blacks in the US are in poverty according to the standard way of measuring such things, which according to my way of looking at things would mean that even fewer are actually in poverty. Most blacks lead productive lives, but the big chunk at the bottom make virtually all of them look horrible or suspect. This is partially due to entertainment media and who do we see on the news. Also, the race baiters such as (the usual suspects) Jackson, Farrakhon, Sharpton, Wright, Lee, Boxer, and any member of the Congressional Black Caucus don’t help. They like to shine a light on the bottom and stir the pot so as to play the victim card and work the shakedown.

I forget what, where, and when the source for the following was, but I recall reading in it that before the 1960s blacks had much better family situations than the whites and now it is the reverse. The black family structure has broken down more than the white one. I do not remember what the Hispanic situation statistics were in the article.
It is racist to say all Portuguese are stupid. It is not racist and would be true to say that Portuguese students in Toronto have a higher dropout rate than other nationalities of European origin. One could investigate the reasons for this, but to say they are less intelligent would probably be wrong.
To say that blacks are different than other people because they don’t get consequences or do not have empathy or only think in the here and now is racist stereotyping based on the sample group of black criminals. All I was pointing out is that if you look beyond that sample, you can find many blacks (read most) who don’t behave in this manner. I would say that his observations about black welfare surviving criminals and their families is probably correct.
I would add geography, isolation, & diet as well.
Plus certain genetic traits that are not dominate like hair colour or eye become so.
Some traits that are emotionally, or mentally ( forged in their living environment.)driven because of inbreeding between reclusive tribes.

One might study the dating/cohabitating habits of the white women in prison to determine if there some relationship to the black male prison population.

Recent immigrants from the areas in Africa and the children of those immigrants don’t manifest the behaviors described in the post linked. Kwasi Enin, who recently made the news by being admitted to all eight of the Ivy League colleges, is, for example, the son of immigrants from Ghana.
The fact that recent immigrants from Africa do this well is also quite persuasive evidence, to my mind, of the almost complete lack of racism in the United States.

As a Newfoundlander I have similar tendencies in many of the poorer neighbourhoods and rural areas as this PD has seen in blacks where he works. It is cultural – not racial. But the author crosses the line in how heavy-handed his generalizations become in the article. I don’t know if i would call him a racist, but he certainly has developed some pretty heavy prejudice against blacks…
