Louise Frechette Blocked UN Auditors

Debbye has a lengthy post based on a Fox News report uncovering well buried information in the Volker report that there was “a systematic attempt by the Deputy Secretary-General, Canadian Louise Frechette, to block results of audits into the Oil-for-Food program from the Security Council”.

Four years into the seven-year Oil-for-Food program, with graft and mismanagement by then rampant, Frechette intervened directly by telephone to stop United Nations auditors from forwarding their investigations to the U.N. Security Council. This detail was buried on page 186 of the 219-page interim report Volcker’s Independent Inquiry Committee released Feb. 3.
This decision from within Annan’s office left only the Secretariat privy to the specifics of the waste, bungling and contractual breaches detailed by U.N. internal auditors in dozens of damning reports. The extent of what Annan�s office knew was not available either to the Security Council or the public until Congress finally forced the issue and the United Nations produced the reports in conjunction with a Volcker “briefing paper” in January.

For reasons unexplained, Volcker’s report did not mention Frechette by name.

The article mentions that although the Volcker Commission interviewed Frechette, the results as well as her name were not published. During her tenure as Canadian Ambassador to the U.N., current Volcker executive director Reid Morden was the Canadian Deputy Minister.

They say it’s a small world. Well, if that’s true, it’s a miniscule Canada. As we have come to expect, there are the usual connections from Canadian investigator Volker, the executive director Reid Morden and the omni-present Paul Desmarias.

Continuing to join the dots on Volcker and potential conflicts of interest is Volcker�s number two man on the IIC, Reid Morden. Morden has connections to Desmarais in his role of selling nuclear plants to China and others for companies dominated by Desmarais.
Although he is Canada�s former intelligence chief, Morden does not answer to the Canadian government.
As CFP letter writer Peter Herberg puts it, “Can you imagine the uproar if a former CIA chief did this and took part in a UN investigation that refused to cooperate with congress?”
From all reports, Prime Minister Paul Martin has no problems with Morden�s arm�s length relationship with the Canadian government. But then again Martin�s senior adviser is Annan pointman, Maurice Strong.

Trivia: Frechette and Desmarias are both directors of the Trudeau Foundation. Frechette has a rich history in the upper echelons of the civil service. She also served as Deputy Defence Minister during the aborted Somalia Inquiry coverup.

    I guess the only thing the west can do is to distance themselves as far as possible from the Marxist governing power, in the hopes that eventually, they become totally isolated, like North Korea.

  3. I agree; Canadian governance is now, a corrupt clique, that is almost immune to accountability and to change.
    I don’t think that it’s because the ‘East’ is the benefactor, if by ‘East’ you mean Ontario. I think the real reason for this dysfunctional infrastructure is bilingualism. We have set up a governance structure that excludes 80% of the population from equally accessible participation in federal governance. Bilingualism is not a common reality west of the Ottawa River, and no massive amounts of money, no self-definitions of Canada as ‘bilingual’ will change this reality. If you don’t hear that language in the store, on the street, on the news – you will not ‘be bilingual’. This disastrous infrastructure has led to the development of a small group of almost incestuous mandarins in Ottawa/Montreal, who effectively run the country in NGO and are completely unaccountable.
    The every-few years almost contemptuous nod to the electorate to ‘elect us’ moves into a huge propaganda scenario, where we peasants are ‘taught’ who and what to vote for. We are reminded that this clique controls the media, controls major funding, controls research and dev’t funds, controls business funding etc…
    The elections are irrelevant; notice how many decisions are made outside of the House, including the latest BMD. Notice how we are lied to – e.g., SSM as a ‘charter right’ when it is not.
    There is a serious, serious democratic deficit in Canada. I, for one, have no idea how to deal with it…except by running…

    Totally agree with you, and therefore the system has collapsed into a semi dictatorship, with an irrelevant election that occurs every 4 years.

    It has become obvious that there is no way to democratically create a change, so we are looking at the same “RUN” or separate issue.

    We have already started looking into costs associated with shifting ALL operations south of the border.

    Our attitude is if we can’t cause change through the electorial process, we might as well remove the taxation dollars from there pocket book.

    The primary requirement for corp/bus. to move south, is to have at least 40K in US$ plus the bus. assets etc.etc.

    Might as well let the lefties take over canada and plant silos on the borders…

  8. The following is a letter I sent to the editor of that article, but it’s good to see some Canadians aside from myself also managed to connect the dots, and pay attention.
    The letter:
    Interesting article concerning Louise Frechette, who is a well known Canadian with strong connections to the Liberal Party of Canada. (which is also our current Government)
    You could have filled out your story by investigating the connections of Frechette with the former Prime Minister of Canada; Jean Chretien. In case you are unaware, there is an incestuous relationship between the Liberal Party of Canada and some very powerful players in the international scene.
    Were you aware for example, that the a French Canadian by the name of Paul Desmarais is the majority share-holder of TeleFinElf, the largest oil company in France? Further, the son of Paul Desmarais is married to Jean Chretien’s daughter France. (pronounced Franc-ie) As you know, Canada decided not to help the USA when you went into Iraq, but the reasons stated by Jean Chretien have always been suspect in my mind. Louise Frechette is a close personal friend of Jean Chretien, and she owes her entire political/public career to Mr. Chretien’s friendship. Jean Chretien claimed to be keeping Canadian troops out of Iraq because the war was not sanctioned by the United Nations, however, these motives are in question when you consider Canada never looked for UN approval when we became involved in Kosovo. If you want to know why Canada stayed out of Iraq, and why Louise Frechette tried to prevent the truth of the Oil-for-Food-Scandal from becoming public you can consider the following points and decide for yourself if you story is a bit more complex than the article indicates.
    Why America went to war, and Canada didn’t:
    Reason #1
    Sending Canadian troops to Iraq would show the Canadian public and the International community just how poorly the Canadian Forces have fared under Liberal Party Leadership. Under Jean Chretien the Canadian Forces have seen their defence budget decimated. Chretien cancelled a 5 Billion dollar deal to purchase new helicopters, and then promptly used the defence budget to buy himself two new challenger jets from Bombardier. (another company with close ties to the Liberal Party that receives billions in Canadian tax-dollars under the guise of Quebec job protection). The defence department is in such dire straits, some of our soldiers don’t even have boots to wear to basic training.
    Reason # 2
    Just before the Americans went into Iraq to get Saddam Hussein (good move by the way, and this Canadian says thanks…wish we were with you) there was a Provincial election going on in Quebec. Given the notoriously pacifist nature of Quebecers, and their equally hostile feelings to all things American, sending Canadian troops to Iraq would have guaranteed the Bloc Quebecois (seperatist party of Quebec) a victory over the LIberals. The Liberals won the election mainly because we didn’t send troops.
    Reason # 3
    Jean Chretien’s son-in-law is Paul Desmarais son, and as stated earlier Mr. Desmarais owns TeleFinElf. This oil company HAD contracts with Saddam Hussein that would enabled TeleFinElf to control a substantial portion of Iraq’s oil supply, approx. 8 Billion dollars worth. Chretien knew that any invasion of Iraq would render this oil windfall as Null and Void. By positioning himself against the war, Jean Chretien was trying to prevent the invasion. (Obviously, Canadian politicians didn’t understand George Bush is a leader, not a follower).
    In effect, you could say that going to war in Iraq had NOTHING to do with oil……but for those with a financial interests, NOT GOING TO WAR….had everything to do with oil.
    FInally…..you should do some checking to see what our Former Prime Minister (chretien) has been up to since he was forced from office. I’ll give you a hint: Jean Chretien has been globe-trotting around the world doing work for many of these French and Russian oil companies, acting as a consultant (read: using his connections to get rich) and getting paid very well for his efforts.
    Now, back to Frechette……..since the Liberals stick together and help each other out….it only stands to reason that Frechette was not trying to protect Sevan or Koffi Annan as you may suspect, but instead, is trying to protect Jean Chretien…….who is a guy who remembers who his friends are, and pays them back accordingly.
    (if you choose to investigate these connections…..here is another name you’ll find interesting. Maurice Strong. You’ll find that the folks I”ve mentioned here have one thing in common. They have all become very powerful and wealthy due to their connections to the LIberal Party of Canada. If you don’t follow Canadian politics…you should. You have never seen a party as corrupt or suspect as the Current Canadian Government. (Liberal Party of Canada) There are almost 20 RCMP (police) corruption investigations underway concerning members of the LIberal Party or their supporters….but considering the Head of the RCMP is a close personal friend of Jean Chretien, AND a Liberal supporter himself….no one in Canada expects the truth to come out.
