Not sure how they would charge an “exit fee”? They might try to charge a re entry fee, but that would incentivize never coming back. One of my brothers left in the mid 80’s, he’s never coming back.
How exactly are they going to enforce this captivity from a practical standpoint? Young people graduating from post secondary school have little money and virtually zero assets. They’ll just leave under the guise of travel and not return. With no assets to seize, the government can not enforce this type of policy. I can see the government attempting to expand this to rich retirees and high net worth working people.
From a political and ethical perspective, it is completely wrong. It signals that Canada is a failed country because a thriving, prosperous country doesn’t resort to economic hostage taking of its citizens. This is what happens to a country whose gdp per capita is poorer than Alabama and still sinking.
I guess that Canadian citizens would be able to qualify as asylum seekers/refugees if this is the path Canada is heading down.
