  2. I suspect the much-abused “Pay for Performance” scam is responsible. It sounds like a wonderful way of getting employees to do better work that supports the organizations goals. Unfortunately, since those performance goals are generally a mutual negotiation between employee and supervisor, it is all too easy for clever persons to create goals that appear to be a significant challenge, but in reality are at best just the ordinary day-to-day job and require no extra effort at all.

  3. In government getting a bonus is a given. The only rationale for a bonus is that private companies give them so we get them too. Performance has absolutely nothing to do with it.
