Before you cheer on the policy, remember this: the program was brought into place because the productivity of the average Canadian worker is really quite abysmal, particularly in service sector jobs like fast food. Eliminate the foreign workers and those businesses will simply close. The marginal consumer will never pay what it takes to make up for that decline in productivity. Wages won’t go up either because the real minimum wage is zero. Businesses in these marginal sectors will opt to close and fire the staff rather than lose money. Only the largest firms with sufficient sales volumes, with access to cheaper capital, will opt to replace the workers with robots.
