The thing to understand about temporary foreign workers is that there’s nothing temporary about them. They all apply for PR (permanent resident) status, and very few of them fail to get it: It’s an immigration glitch that’s currently set to “all Punjabi, all the time”. This may have something to do with the number of temporary foreign workers employed as agents at the IRCC.
