A pipe dream for some who actually believe it to be possible, a strategic bluff for others who know it can never be. Ukraine doesn’t even come close to qualifying for NATO membership due to the level of corruption they exhibit.

Those who are likely consciously evil are, as you say, not a large constituency but a group of intelligent elites. People like Soros, Pierre Trudeau, Morrice Strong, Fauci, Carney, Schwab, Butts, many of the leaders of NGOs, etc. Their allies and followers are however just as evil but at best, deluded or psychologically unhealthy, and at worst, dull, tribal, and ambivalent. Psychopaths and sociopaths have always been present but when combined with and concentrated within the power and coerciveness of the state, now a leviathan virtually out of control, evil is now omnipresent.
