        Try to think of Russia/Ukraine and Palestine/Israel as two fronts in a much larger war.

        It’s more evidence Ukraine is being stymied and incapacitated. Russia appears to be genuinely trying to minimize loss of human life in that war.

    1. Without the Directive, terrorists will view hostages as ‘get out of jail free’ cards – with it, not so much, in fact it may become very detrimental for them.

      1. What is an acceptable number of hostages to murder to kill one terrorist?

        My answer is zero, unless we somehow know for certain that the hostage would rather be killed than take their chances with the terrorist.

        1. OTOH – if said terrorists are aware that abducting a hostage will be of no benefit to them, are they as likely to slow/impede their escape by wasting the time to grab one?

          Furthermore…how many future killings may be avoided by taking out said terrorist immediately?
