Amsterdam is not a big fan of a certain kind of tourist:
Amsterdam has launched a campaign to discourage young British tourists from visiting the Dutch capital to party wildly, which often leads to excessive consumption of alcohol and drugs and creates nuisance and misbehavior.
As expected since late last year, Amsterdam launched a ‘Stay Away’ campaign this week aimed at addressing the nuisance caused by young tourists who come to the Dutch capital solely to engage in excessive partying with alcohol and drugs.
The campaign aims to make potential tourists aware of the negative impact their behavior can have on the city and its residents while also discouraging such behavior and promoting respectful and responsible tourism.

And young lady Brits quite possibly the worst of the worst.
But I’m an old dude who doesn’t like to see young ladies trying to outdo loutish lads. I have always put them on pedestals.
At least they are putting up bouncy castles and hot tubs. Count yourselves lucky Amsterdam.
Seems as though I see a Daily Mail article after every New Years documenting the drunk, vomiting, passed out young English people collapsed on the streets like homeless San Francisco drug addicts after a good fix. Lots of English girls … sloppy passed out with their legs and dresses all akimbo. I can see the Dutch discouraging English Hooligans from tossing cookies on their perfectly neat and organized Dutch streets. Seems reasonable … but then … I’m 67 … so my passed out drunk days are long in the rearview
When I was younger (and not in a stable relationship), I loved to party with English girls. They were fun, very uninhibited, and there was no drama in the morning.
They come to Europe’s most famous red light district and instead of enjoying the historical sights they choose drugs, drinking and whoring, who would have thought?

Why are the Dutch surprised that having the most widen open drug laws and prostitution attract wild party-goers from a more puritanical society?

Exactly.
I know a few people who have been to Amsterdam. None of them went for the coffee.
There’s the British Army Training Unit Suffield in southern Alberta, there would be epic bar fights that would shut the trans Canada down from spill over and the local strip joints had signs on the door: “Throwing of heated coins prohibited!” Many a drunk Brit found passed out somewhere.. They could sure party when off base on leave!

When the Dutch eliminate food they won’t have to worry about pesky tourists.
