I have a similar inbox.
Fun fact: gc.ca management is aware that over 90 % of their emails go unread. Not sure exactly how they track that, but my manager insists it is true.

If you haven’t “clicked” or opened an email, they’ll know. So if you open the obviously garbage emails, the sender will know and you “may” get more garbage emails.
I think the emails from other gov’t departments may continue for infinity though, read or not read.
Some good email systems let you choose whether to send read notifications or open notifications. My work “helpfully” sets those for me. So when a message comes from the office of cultural diversity and wellness healing (no, not actually that) I click on it without opening and leave it there while I go back to work until the next email comes. After 5 seconds, it marks itself as read (also configurable).

A friend could tell me the exact time I opened one of his e-mails. He would, for example, send me a YouTube link and later say something like, “I see you opened my e-mail this morning at 10.20 – what do you think of the song?”
So it must be a feature of certain mail apps. Obviously one that sends a return e-mail with the opening date/time.

These are the actions of a decadent organisation. It’s like this everywhere. We routinely get emails from c-suite about the latest media outrages in the US (even though we are Canadian) and every radical progressive, SJW cause of the week is promoted as though it was the most important event in the history of mankind. There’s been a bunch of pushback so the endless stream of it has slowed down but it hasn’t stopped.
Again, none of this is about HR. Finance, legal, c-suite, ops, etc. are all on board with the progressive agenda and it’s only going to get worse. There is a feature in email reading programs called “send email receipts” or something similar.
You can clear this checkbox and your mail client will not automatically inform the sender that you opened the email…
You just need the proper ‘mission statement’ type buzzwords above your email signature.
