Export Development Canada has hired outside legal counsel to review some of its dealings with SNC-Lavalin. The review comes after a company insider told CBC News the engineering giant secured billions in loans from the Crown agency over the years, some of which he alleges was intended to pay bribes.
 
If true, it could mean taxpayers have unwittingly backed illegal payments.
 
Export Development Canada is a federal agency that provides financing and insurance to Canadian businesses operating abroad.
 
The insider, who worked on several large projects funded by EDC, claims it was an “open secret” within SNC-Lavalin that “technical fees” listed in budget proposals included cash to be used as bribes to secure international contracts.
 
Those line items could total millions of dollars. The insider says EDC’s internal due diligence policies should have detected something was going on.
 
He says “technical fees” were part of a larger “lexicon of bribes” used within SNC-Lavalin. […]
 
He says the problems with the technical fees should have been caught by EDC auditors for two reasons. First, he says, they were listed as Canadian expenses, but a portion flowed to consultants or “agents” on the ground in foreign countries to help the company win contracts.
 
The second red flag, he says, should have been the sheer size of the technical fees, which could total as much as 10 per cent of a project’s overall budget.

“Due diligence” didn’t catch it. Funny, that.

    1. Kinsella claimed last night on Twitter that the order to do so is already drafted and on the A-G’s desk, waiting to be issued. Whether his source is to be believed, who knows, but it’s entirely plausible and frankly probable. There’s been no other end to this saga in mind for the PM, for SNC, and for their well-connected cronies.

      I would hope that the DPP is strong enough to resign in protest at receiving said order, but who knows.

        The law states that to do so the AG must publish in the Gazette the reasons for doing so and that economics and politics can’t be the reasons.
        From the way thats read, coupled with the Act that created the office of public Prosecutions, the Director may have grounds to deny the application or if deemed so direct the law enforcement agency to issue a warrant.
        Maybe thats what the DPP is waiting for.

  12. If Mr. Trudeau and his Liberal sycophants believe that they will be saved by invoking the Wernick tape as their excuse for turning on W-R and Philpott, they are mistaken.

    Wernick got exactly what he deserved: it was not his job to attempt to manage relations among and between members of the Cabinet — it was and is Mr. Trudeau’s job to do that. Mr. Wernick, whose job it was to manage the “professional” civil service, should have walked away when he was enlisted to call W-R on December 19, 2018.

    That he did not is an avowal of professional failure, which incident provides us civil service skeptics and critics with direct evidence of bureaucratic politicization in the partisan sense: it was like Wernick was directly part of the Liberal team. This interference by Wernick is of a new and different second variety of interference, separate and apart from political interference in a criminal prosecution.

    As for Mr. Trudeau, that he would allow Mr. Wernick to interfere in a process he should have been managing himself is an avowal of failure of appropriate leadership on the part of the Liberal prime minister. Mr. Butts had the temerity, supposedly, of invoking the Milgaard discussion between Mulroney and Campbell: what is not in dispute about that latter particular exchange is that it was between the prime minister and the attorney-general, which, whatever the recollection differences between the two, was handled in the appropriate fashion.

I’m watching all of this and I think it’s funny how everyone is just sickened to their stomachs watching the Liberals right now and all I can think is: ‘you haven’t seen anything yet.’ I am old enough to remember the bullshit Chretien pulled during his time in office.. the theft, corruption and graft that the Liberals just fucking wallowed in… unashamedly. And then Chretien manipulating the election date to their advantage.. one term delaying the election for almost six years and another term ending it barely three years in… you just watch, and mark my words, Trudeau will repeal the fixed election date law and we will not see an election until late 2020. THAT is the big shit the Liberals are going to take on our Democracy in an attempt to stave off disaster. Who knows, with how brain-dead a large part of our dead-beat electorate is (I’m looking at you PEI, NFLD, NB, and NS) they might even remain in government.

    1. Just near the end of Crooked French Crook Mulroney’s tenure the Bank of Canada was holding 1000 Tonnes of the People of Canada’s Strategic Gold Reserves. He changed the rules somehow so it could be sold off by Chretien and Martin. When the Cretin Chretien came in, he was a poor little small town lawyer from Shawinigan. Da Little Guy. He left a multi millionaire. Anyway Chretien and Martin both PowerCorp puppets along with Mulroney also owned by PowerCorp began selling off that 1000 Tonnes of gold at 250. oz, when asked about it the CBC, the msm all claimed that Chretien and Martin were both Economic Genius’s, not to be questioned by mere mortals. None of the money from the sale of this gold, ever showed up on the books of the Bank of Canada or the books of the Canadian Government. I asked that question then and I ask it again now. I actually wrote letters to the Bank of Canada as well as the Finance Minister and was studiously brushed off as a dumb peasant. You can ask the Bank of Canada President anything you want but the bastard will not answer you.

Just listening to all of the Liberal members of Parliament on various radio talk shows today and can’t say that I’m surprised that all of them are backing the decision to oust two of their members. Once the Der Fuehrer has spoken you all better get on board or it will be another Night of the Long Knives. They all, and I mean all of them, said that JWR and JP were wrong for standing up for the rule of law in Canada. JWR was despicable for taping a conversation with the Clerk, it was unconscionable of her. Nobody mentioned that she had exposed the Liberal hierarchy for what it was, a re-incarnation of Hitler’s Socialist Party of the ’30’s. This Liberal government has sold the Canadian legal system down the drain. Bad enough that the Adscam scandal displayed the corruption of the Liberals less than twenty years ago, this arrogant display of flaunting the legal system in Canada must not go unanswered. Every Liberal sitting member should be brought up in front of their constituents and be made to answer for not siding with these two women in upholding our justice system. When laws are configured and scripted around the demands of one lobbyist that is the thin edge of the wedge and we are no better than a two-bit tin-pot dictatorship or banana republic.

  26. I feel like the only way it’s going to cone out fully is if, by hook or by crook, these two ladies manage to rise in the House and lay it all out under parliamentary privilege. The downside is no prosecutions, but that may be the cost to get it on the permanent record.
