No one did. The statue was not a government project and the words are from an open poetry contest, being added to a plaque at a later date.

Civilized countries, then no. Israel might be excepted. They accept any Jews as immigrants. They are protested just for existing so a few more protesters would not be noticeable.
Since people are being denounced as RAAAACIST for wanting to do TB screening on immigrants (not to kick them out mind you, but to give them FREE medical treatment for their potentially fatal TB infection) I’d have to go with “no.”
