That would be the difference between a liberal democracy and Sweden. Typically courts in the US refuse to interpret ones religious beliefs. If a Muslim can wear a niqab, so can a Lutheran who believes his subsect of the church requires it. Also a Muslim would be just as hard-pressed to as a Lutheran to prove a niqab is a religious garment.
