Ridiculous accusation. The elections law has long been to adjust the rep by pop to 100000:1. The liberals dragged their feet for years because it meant the west and Ontario (read: more conservative Canadians) were under-represented.
The US has several electoral district sizes and size is one of them – they are too large and thus more easily manipulated and Gerrymandered.

The first jackass Trudeau wrote into the Constitution that a province cannot lose seats in redistribution. The only way to balance seats to population is to add seats to growing provinces. Maybe when we hit 400 there will be the will to pare it down to 300 and start over.
