What I don’t get is why can he not testify before a congressional committee? He is still an American citizen and I do believe that failure to appear before any congressional committee can get you locked away. I didn’t think there was an “I quit, you can’t make me” clause.

I think the timing of the resignation is suspect. I agree with Lance his knowledge of CIA info as a blackmail target is clearly there. Before anyone rushes to the conclusion that he will not testify – congress can issue supoena for him to testify as a witness.
