In the mid 1960s, when I was based in Moscow for the Toronto Telegram(, the paper and I were criticized for saying the Katyn Forest massacre was the work of the Soviets and not the Nazis.
In those days, it was widely believed the Germans had killed between 16,000 and 25,000 Polish officers, each of whom had been shot in the back of the head, some with hands tied.
Mass graves held up to seven layers of those who were executed.
It was a monstrous war crime that, from my perch in Moscow, seemed obviously committed by the NKVD (predecessor to the KGB) on the direct orders of Stalin. That’s what I wrote.
Although Stalin had been repudiated by Nikita Khrushchev, the Soviets were still unable to admit that Katyn was their doing, and insisted the Germans did it. Extraordinarily, elements in Canada’s external affairs department either echoed the Soviet line, or refused to concede that it was a Communist atrocity.
When Hitler invaded the U.S.S.R. in 1941, the Katyn mass graves were discovered. Allied officers who were prisoners of war were taken to the site to confirm that the Poles were massacred by the Soviets.
British officers mostly refused comment — Stalin was, by then, an ally.
When the Red Army drove the Germans out, the Soviets brought journalists (including the New York Times to the site to be persuaded that the Nazis did the killing in 1943. Perhaps fearful of being expelled if they annoyed the Soviets, Moscow-based journalists resisted challenging Soviet claims.
In the mid-1960s, debate still seethed as to whether Nazis or Soviets committed the unspeakable war crime.
In my (relative) innocence, there was no doubt: An NKVD war crime. And so I wrote.”

“PN: In 2008, your government proposed that the system of public financing of political parties be ended. We know where that led. The opposition parties didn’t like it, they proposed a coalition and your government decided to put it on ice, I guess for a while. And yet, last week we hear from Elections Canada that last year taxpayers footed the bill of $27 million to parties, so is it an idea that you still think has merit and would you propose it? Would you campaign on it?
Harper: We’ve been pretty clear that we don’t think there’s really strong justification for this direct subsidy to parties. There are already considerable incentives within the financial arrangements for political parties to encourage people to give money to political parties. Tax donations are receiptable, small modest amounts are receiptable. It’s also the case that parties get assistance on rebates when they spent money on elections both nationally and locally so we have never seen what is the argument for simply giving a cheque to a party in which a party has made no effort to go out and raise any money. Our view is that there is a role for some public finance but it’s got to be tied to parties’ own efforts or the willingness of voters to actually contribute this money, and that’s not the case here so it remains our position that that particular subsidy be repealed. But I don’t think it’s any secret: It’s not going to be repealed unless there’s a Conservative majority government because the other parties for all kinds of reasons will not accept something that is more reasonable.
PN: Is it something you’d campaign on? Is it something you’d propose?
Harper: It will be a clear plank on our platform but as I said voters shouldn’t hold out any hope that we’re going to get any support to do this from the other parties.
PN: Back in August, you were up in Whitehorse. As I recall, you made a very, very clear statement there that whenever an election happens, and you weren’t pushing for it, that voters would be left with a stark choice: either a Liberal-NDP-Bloc Quebecois coalition or a stable majority Conservative government. Why do you think we need a majority at this point?
Harper: It’s not a question of whether we need it or don’t. I’ve always taken the position that we will accept whatever mandate the voters give us. If the voters decide to elect a minority Conservative government, I’ve received two of those mandates, I’m proud to have received those mandates, I’ve worked as best I can and if we ever receive another such mandate I’d be proud to undertake those responsibilities for Canadian people. I don’t think the other parties will accept that. I think what we’ve seen is that it’s pretty clear that next time if there is not a Conservative majority, the other parties will form a different government. Last time they waited too long and it was too late. Next time, they will do it right out of the gate, which is why they’re threatening an election. It’s not because anybody wants an election. I think it’s clear the public wants all political parties to focus on the economy. The Canadian economy is doing well so we have no reason to be upset and Canadians are pretty satisfied right now. But at the same time, you know things are fragile and another election, another round of parliamentary antics — I don’t think are in anyone’s interests. I think the incentive for the election is ultimately a coalition but I’ll make that argument if I have to. I hope cooler heads prevail and people look sensibly at the interest of Canadian people, which is continuing to focus on the economy.
PN: And you think that if the result of next election is another Tory minority, they will almost immediately.
Harper: The day after.
PN: Really?
Harper: Yes.

I joking and regrettably suggested my wife should take out a BC NDP membership so she can vote on their leader. She is so busy, I was certain she would not get around to it. This morning Mike Farnsworth’s campaign phoned to ask if she would like to join so she can vote for Mike Farnsworth.
Here is the kicker … They told her “you don’t have to pay the usual $10 membership fee because some one has made a large donation to cover membership fees”.
This seems unethical to me and possibly illegal or against NDP policy.
