Clarington, like Oshawa is in Durham region, this area has a high population of HA (Hell’s Angel’s)
They’re not all crazy/mean ass bikers most are regular people with regular jobs.
I wouldn’t doubt this fellow is connected somehow.
They’re into everything.
Anyways, A few years back I was drinking with a few at a respected members house, when the booze was gone it was decided we’d all go to the biker owned bar accross town(Oshawa).
Silly me commented ..we can’t drive anywhere…we were all smashed…the ranking member there said,
and I kid you not..(It’s ok I know the Mayor)..
and he really did!
We drove over there, with no worrys of being pulled over.
Moral of the story…
Be carefull who you go after in Durham region, get a GOOD lawyer.

14.1 (1) A person authorized under this Act to enter lands or premises other than a dwelling may do so at any reasonable time.
Entry into a dwelling
(2) A person authorized under this Act to enter premises may enter premises that are a dwelling at any reasonable time if reasonable notice has been given to the occupant and the occupant has consented or if the entry is under the authority of a warrant.
Warrants
(3) A person authorized under this Act to carry out one or more of the duties referred to in clause 3 (1) (g) may apply, without notice, to a provincial judge or a justice of the peace to obtain a warrant,
(a) to enter premises that are a dwelling; or
(b) to enter any premises or conveyance,
(i) if entry to the premises or conveyance has been refused, or
(ii) if there are reasonable grounds to believe that entry to the premises or conveyance is likely to be refused.
Application, dwelling
(4) An application for a warrant to enter premises that are a dwelling shall specifically indicate that the application relates to premises that are a dwelling.
Obstruction
(5) No person shall hinder or obstruct any person who is exercising a power or carrying out a duty under this Act or refuse to answer questions on matters relevant to the exercise of that power or the carrying out of that duty or provide the person exercising that power or carrying out that duty with false or misleading information.
Certificate of appointment
(6) The production by any person of a certificate of his or her appointment by the Commission or a local board under this Act purporting to be signed by the chair and secretary of the Commission or the local board shall be accepted by any person as proof, in the absence of evidence to the contrary, of the appointment.

Yup, the bylaw officers here in Clarington are something else!
I recently received a parking ticket for having my truck parked parallel on my driveway between the road and sidewalk as to not block either (and no views were obstructed).
$15 Ticket – Parking on Boulevard.
I paid up – but with 1300 pennies and 40 nickels all in one large Ziploc bag.
It was a ticket I didn’t mind paying. Just watching the extremely irate head bylaw officer counting all the coins was well worth it. Especially when she kept dropping them on the floor and when she realized I had the nickels mixed up in the bag too!!

You must live near me, Finn. A whole whack of people got ticketed like that last summer in my area (Bowmanville, west side). I got $30 tickets for eeach of our two cars having their wheels touching the sidewalk last winter, when we couldn’t get all the way into the driveway due to snow. We got home, went in, had supper & coffee, then went out to shovel the driveway (my wife had already cleared the sidewalks before I got home) and hey presto! Two tickets for obstructing the sidewalks. Never mind that there was gobs of space for pedestrians.
Everyone on this planet who is an asshole should die of a slow and painful death.

Maybe it’s the job or the job just attracts those who get off on power-tripping.
In the nearby town the bylaw officer zealously enforced the brand-new anti-smoking bylaw…especially the 10′ from a business entrance thingy….as well as smoking in company vehicles.
One evening, I closed up shop and with 2 employees, proceeded to drive away in my pickup. The fool cut us off like a high risk take-down. He triumphantly announced we were all busted for smoking in a company vehicle and me for allowing employees to smoke in said company vehicle.
I handed the keys to the guy on the far side and told him to call the law. The guy was screaming for him to get back in and produce ID. I told him to pound salt.
The Police arrived and established that the pickup was my personal ride and busted the fool for careless and dangerous, cuffed him and loaded him in the cruiser and called for a hook.
Now and then………we win…..
Heard this from a local tow-truck guy….
A fella in a nearby township had been restoring a pickup in his locked garage—ready for paint. He came back from vacation and found his garage broken into and the truck missing. A neighbour told the Police(OPP) the by-law gal had called a tow-truck busted in and removed the truck. She refused to disclose it’s disposition….(OPP) told the guy she had the authority to have an unlicenced vehicle towed—fuggedaboudit—-
The guy was unable to learn the identity of the tow-truck…even with canvassing….
Haven’t heard how the matter resolved. The bylaw gal had no authority to enter forcibly or otherwise that garage to enforce the unlicenced vehicle bylaw…..but getting redress/recovery was a stone wall…….the truck simple disappeared……
A few years back, the local “animal control” guy was caught several times entering premises and taking dogs off chains and out of pens.
They are not all bad but most fit the “wannabe cop” file. Knew one who actually hated pissing people off on a daily basis but was told by his superiors to go out and make x number of dollars a day to stay on the “sunny side” of his managers disposition. He put up with the internal bullshit for 2 years before he quit and started with a refuse company. He is a much happier man these days. I guess what I am getting at, is sometimes the people that dictate the policies are the real assholes rather than the poor bastard at the bottom who is trying to make a living. Just one example. For all I know , maybe being a asshole is a pre-requisite.

This being a municipal election year in Ontario, one would think the mayor and local councilor would be interested in having this problem go away. But Clarington politics are not but colorful.

Remember folks: even when it comes to little activities like walking – YOU’RE NOT QUALIFIED to perform them without prior approval from your superiors in government, who will determine if all forms have been filled, regulations adhered to – and above all, all permits and levies have been paid.
