if some one has small drug like 1 to 7 gram not need for first time keep him 45 days in jail and give him fine of $1000 to get criminal recorded instead keep them in prohibition center and counseling by force mandatory if the person is teenager or young before 24 years old must easy with them since they have life ahead of them and not need criminal record soon for them if they can fix them
If the person repeats it again for second time keep him for two to 3 to 6 month in suicide cell I n jail along with more supervision and doctors alone to force him come out of addiction- and put him in conditional probation of 18 month with counseling
if the person repeat again keep him 6 month in jail and suspended probation for another extra two years in jail and mental innstitute mix of half half and good food to take body of the person change and give him criminal record as well and give him he can ask for pardon later after two years of finish probation if he stay clean with stay in counseling as well in probation
If repeat for 4 times then keep him to 18 month in jail and so on and give him criminal charge record with suspended probation he can apply for pardon if he is clean after two years and keep him 6 month first in mental hospital with expectation of mental ill people.
People who repeat may be are mentally ill and has more trouble attached to it
ONLY if mental institute find the person is mentally ill still cannot give him criminal recorded charge until he get fix mentally and know cause of action the person get crazy to use drug for reduce pressure and he only must proof for 6 month or one year with notice from psychologist that he is normal and not use drug any more and drop charge of him if was ill and not he is ok the next time he will not go away easy and he will faced criminal charge
Again this must review with people who are high end criminal lawyer more than 35 years and know how to stop drug dealer behavior in this expert
