WALL STREET JOURNAL reporter Daniel Pearl was kidnapped when he went looking for the leader of a group called Jamaat al-Fuqra in the terrorist bazaar of Pakistan. At the time he disappeared, Pearl was tracking reports that Fuqra had hosted would-be shoe bomber Richard Reid at its walled compound in Lahore. In the end, it was agents of another group that spirited Pearl off to his death, but Fuqra remains a subject of interest, and not only because of its activities in Pakistan. For Fuqra has had a disturbing U.S. presence for more than 20 years. Today, half a dozen Fuqra residential compounds in rural hamlets across the country shelter hundreds of members, some of whom, according to intelligence sources, have been trained in the use of weapons and explosives in Pakistan.
[…]
Gilani launched his U.S. operations in 1980. Within ten years, Fuqra’s communes were billing themselves as havens where Muslim converts–many of them inner-city blacks, sometimes recruited in prison–could build new lives. At least seven such communities are active today, in Hancock, N.Y.; Red House, Va.; Tulare County, Calif.; Commerce, Ga.; York, S.C.; Dover, Tenn.; and Combermere, Canada. While some of these enclaves contain only rudimentary buildings and trailers, the California compound has 300 residents on a 440-acre spread, according to a recent report by a local ABC station. Residents deny any involvement with terror, but Fuqra has a history of getting into trouble with the law.
Over the years, at least a dozen Fuqra members have been convicted of crimes including conspiracy to commit murder, firebombing, gun smuggling, and workers’ compensation fraud in the United States or Canada. And Fuqra members are suspects in at least 10 unsolved assassinations and 17 firebombings between 1979 and 1990. Nor is Fuqra’s criminal activity all in the past. In the last year alone, a resident of the California compound was charged with first degree murder in the shooting of a sheriff’s deputy; another was charged with gun smuggling; the state of California launched an investigation into the fate of more than a million dollars in public funds given to a charter school run by Fuqra leaders; and two residents of the Red House community were convicted of firearms violations, while a third awaits trial.

Jamaat ul-Fuqra in Virginia, Part 1
During the Beltway Sniper crisis, back in the fall of 2002, a series of articles in The Washington Times described John Allen Muhammads conversion to Islam, and his later break with the Nation of Islam (the articles are no longer available, but extracts have been preserved here). Apparently the NOI was not militant enough for Mr. Muhammad, and he left it to become involved with a group called Jamaat ul-Fuqra (Arabic for community of the impoverished), a terrorist organization founded by a notorious Pakistani cleric, Sheikh Mubarak Ali Gilani.
What drew my eye in the article was the mention of a Jamaat ul-Fuqra compound in Red House, Virginia. Red House?! I know Red House a small village in rural Charlotte County.
…
So this is all I knew as I drove through Rustburg toward Red House on a gloomy Saturday afternoon.
Red House is a crossroads hamlet with two stores, one of them a modern truck plaza with multiple pump canopies and a convenience store, and the other a traditional little country story with a couple of pumps in front and an unpaved parking lot. I chose the latter store to visit, since it seemed more likely to be a source of local news and gossip.
After waiting in line at the counter, I asked the proprietor if he had heard of Jamaat ul-Fuqra, an Islamist organization. He looked at me blankly. I mentioned that they had a compound near Red House, on Route 615.
Oh, you mean the Muslims, he said. They come in here sometimes.
I asked him where they were, and he indicated that they were about three miles east on Route 615. Theyve got a sign up you cant miss it.
He seemed reluctant to give further information on the subject, perhaps not wanting to gossip to a stranger about his (presumably well-armed) neighbors and customers.
However, outside the store I struck up an acquaintance with a local woman named Shirley. I showed her some of the printouts I had made from web articles about ul-Fuqra, and she was very interested; she proved to have a wealth of local lore on the subject.
As far as Shirley could recall, the commune has been in that location for at least ten years. She said that back before September 11th the members of Jamaat would appear from time to time in the community wearing Islamic garb (robes and head coverings), but mostly only the males. According to Shirley,
It made me so mad, what the county let them get away with. They sent the boys to school, but not the girls the girls stayed home at the compound. + more

PM’s Director of Communications Already Gone

If they are close to Ottawa, they must be getting a government grant. (Or a tax write-off on their welfare cheques?)
The truth is out there already. Anyone can carry out a counterterror investigation now and expose, bit by jaw-dropping bit, to the people.
I’ve been in touch with blogger “CP”, who advised me that there is indeed a Jamaat ul Fuqra “presence” in Canada, but hadn’t looked into the Canadian connection, so I realized someone definitely has to do it. Google is an incredibly powerful search tool, as I’ve made these discoveries via that.
Know what? The internet, the blognet and search engines are weapons in the war on terror! And those investigating and blogging their findings are the warriors.
What needs to be done is a covert surveillance operation by someone in or near Combermere of the JuF compound. We need photographic evidence.
But I would stress this should be done only by professionals like ex-military, ex-police, etc. who understand and can avoid the grave danger posed by these people (patrols around the clock with automatic weapons). Consider them as dangerous as Al Qaeda, as that’s the nature of the training and indoctrination believed to go on inside the compounds. It’s believed, for example, that “Shoe Bomber” Richard Reid was trained in a JuF compound. Consider the delusional nature of the founder, Gilani: he believes himself to be a direct descendant of the prophet Mohammed. That in and of itself should be disturbing in light of everything.
Perhaps aerial surveillance, if possible.
This is extremely serious.
The people must know about the threat within.
Great just what CSIS needs every nutbar in the country setting up “covert ” surveillence of these other nutbars. Sounds like an scene right out of Mony Python
Listen, I have my own story to tell along these lines. Working as a psych nurse in a Crisis Unit who shows up, brought in by annonymous friends, but a Morroccan illegal ranting psychotically how the Jews are poisoning him and Americans deserve to die.
He threatened my physically because he thought I looked Jewish. He was put in restraints on that one. He is medication non-compliant and was as grossly psychotic on his next visit with the same rabid themes. The guy is a loose cannon, a definate recruit as a suicide belt bomber and a danger to my community.
I looked up the local Homeland Security office, no direct number to an agent I could call. My problem reporting him is compounded by HIPPA(medical confidentiality) laws. Anyone know an attorney on this matter as to whether I am immune or face lose of my license?
I want his ass out of here.

Even better get someone who works for a bank or credit card company to “leak” their financial and transaction data trails. If there’s a devil, it’ll be in those details. I’ve work for a credit card company and you’d be suprised how much you useful information you can find out about a person by typing out a sixteen digit number and hitting Enter.
Bring on the citizen CIA!
Holy Gees, Combermere is in Renfrew Co. All my family live there. Could it get any closer. This is damn scary. There is a military base in Petawawa why would they be so arrogant to put a terrorist training camp near our military base. Does our government know about this? If they do why aren’t they stepping in and putting a stop to this. Do you think that maybe they feel it is better to know and watch than to interfere and have them disperse. Boy, we better get our act together very soon. These guys have no intention of being good citizens. Those cartoons are just a ruse.
Penny “The guy is a loose cannon, a definate recruit as a suicide belt bomber and a danger to my community.”
Just feed him .1 grams of pure MDMA crystal every 48 hours until he starts hugging the janitorial staff. Then give him a flyer for the nearest rave and let him go.
If after two weeks that still doesn’t work incrementaly increase the dosage by 0.05 grams each time until the desired effect is reached.
Sorry guys. I don’t think this is much of a story. The camp was fairly extensively covered in 2002 by a variety of papers.
CSIS had a file on the settlement for about a decade, but in 2002 halted due to the lack of perceived threat. A number of reporters visited and, aside from a chilly reception, didn’t find much to report.
There was a connection to Fuqra, however, as two families that settled in the village are related to two men who were convicted of trying to blow up a Hindu temple.
Also, in 2005, on maniacmuslim.com (some sort of weird Islamic online forum), there is a posting advertising a study session for women at the settlement, apparently offered by International Quranic Open University Al-Hedaya Khalwa, which is reportedly related to Fuqra.
However, the whole thing seems pretty innocuous, and it certainly doesn’t seem like there’s much “terrorist training” going on these days.
Is hunting terrorists income tax deductible?
It Will Come
Kate excerpts a Weekly standard article which mentions an Islamist terror camp in Canada. I have no doubt that a
What are the odds that this camp is receiving funding from two or three levels of government? 5 to 1, I would say.
Howard Roark,
5 to 1 is a chickenshit bet. Lets go at the annual amount (last year … Libs + prov +local) … I’m thinking 212K. Time to start an illegal pool.
Thanks Kate,
This gives all us “nutcases” and conspiracy theorists” a chance to rant and rave until we look like the patient that Penny is concerned about. After we have “frothed at the mouth” and told anyone who will listen that “the sky is falling”, our friends and relatives can have us committed and it will be all your fault!
Seriously though, our nations were found on the premise that good, peace loving people would have the freedom and opportunity to make a life for themselves free from the oppressions they had come from. to this day, many seek “refugee status” within our borders. Our laws have been crafted in such a way as to allow for religious freedoms which the government has even fostered and encouraged through a good system of tax breaks for charitable giving. Now the very things that have allowed us the freedom of expression and worship are the things that are allowing these organizations to flourish. They can give money through these charities that will ultimately fund the very guns put to our heads and purchase the explosives that will kill and mame innocent victims in other lands as well.
Unless something changes, I can see the day coming when the very system that has been set up to benefit society in so many ways through benevolence and charitable giving will have to be dismantled and our freedoms curtailed. We are already seeing freedom of expression under attack and in jeopardy through these cartoons, how far behind will other more onerous demands be. Once we lose freedom of expression, can freedom of assembly be far behind. How about the freedom to own property? As the government is forced to confiscate on the grounds of security of the state, who is safe at this point or beyond scrutiny. The expression “life, liberty and the pursuit of happiness” will be but a fading memory for the aged. (Yes I know that this is a “US style” utopian ideal…and a good one at that!)
The words of our national anthem come to mind, “O Canada…we stand on guard for thee…” Do we really? How far will the threat go before we take action and by then will it be too late. Australia is drawing a line in the sand (they have lots of it!) and saying that if it is your intent to set up Shiah law, then you are not welcome here…please leave. What about Canada? Are we willing to do the same or would we say that they have the “right and the freedom” under our constitution to undermine the very pillars and foundation of that document? Are we willing to stand with our sister in the Commonwealth as she takes a stand on this issue? What might it cost as this is not a fight against a nation per se? the USA is wrestling against these same issues as they try and cut off the head of the viper by cutting off the flow of money into Al Qaida and related terror organizations.
We must address these questions and realize that there are no easy answers or quick fixes. There is much at stake. The things that we love and treasure the most and perhaps take the most for granted…liberty and freedom… are what is at stake. What is the price of liberty and freedom? They are priceless. Hundreds of thousands, perhaps millions of men and women have given their lives and shed their blood to purchase these values for our generation and the generations yet to come.
Let us honor these men and women and their sacrifices and as we make decisions and consider the many related matters that lie before us in the next few weeks, months and years. If there ever was a day when we need strong leadership, at every level, who will act judiciously and with wisdom, it is today.

How about the freedom to own property?– Daniel
There’s freedom so far, but the Liberals refused to ever make it a right… they seem to think it would lead to child labor or something.
Besides, if the property of good citizens can be confiscated so easily, then so necessarily should a JuF compound be.
Private property should be a right to be taken away only from criminals and on the grounds of national security. Yes, I know, some will object to this, but without national security, it’s possible for a state to be taken over by evil, following which rights and liberty would cease to exist. After all, liberty depends on a nation-state to guarantee it. Without this guarantee, liberty is purely circumstantial and completely volatile. This is why the state must do everything in its power to at least firewall the country from threats and nip existing ones in the bud before they can become a mushroom cloud where Parliament Hill used to be… after all, the JuF compound is just outside Ottawa…
Liberty/security balance: tradeoffs are unavoidable, unfortunately. Unfettered liberty is very attractive, but then the forces of evil would use it to destroy us; therefore sometimes there shall be a tradeoff, for example, to have your bags and shoes examined at airports.

Dear Readers,
Opinions expressed in various sections are the sole responsibility of their authors and they may not represent Al-Jazeerah’s. In particular, Al-Jazeerah may not agree, approve, condone, or acquiesce any of the published cartoons.
These cartoons represent reactions of Arab cartoonists to American foreign policy in the Middle East, Israeli occupation policies and practices in occupied Palestine, or policies and practices of Arab governments and Arab rulers.
The main objective is to enable English readers all over the world, particularly in the US and Israel, to know about the impact of the policies of these governments on Arabs and Muslims.
When people are more aware of the consequences of policies of their governments, cross-cultural understanding increases, which leads to a more just and peaceful world … That is the essence of the Al-Jazeerah.info Mission. +

…If they are close to Ottawa, they must be getting a government grant…
With 80,000 + registered charities in Canada, you just know that a portion of your tax dollars is going to subsidize a number of ‘bogus’ non-profit organizations run by individuals who have figured out how to scam the government with their help.
There are 9 ‘religious’ organizations registered in Combermere. I suspect that the views from some of the properties are properly more spectacular than the demand for their services in a town with a seasonal population of 3000.

Awesome link. Now here’s a cartoon war I can get behind. Bring on the cross cultural dialogue.
Canada Stands Up
Canada is standing firm tonight, but the pressure on the new government must be immense: Change stance or lose funding, Canada tells Hamas.
OTTAWA (Reuters) – Canada will not help fund a new Hamas-led Palestinian government unless the militant group rejects violence and agrees to recognize Israel, Foreign Minister Peter MacKay said on Monday.
He also said Canada was reviewing the C$25 million ($22 million) it gives each year to the Palestinian Authority to fund aid projects.
MacKay was sworn in two weeks ago as part of the new right-of-center Conservative government, which defenders of the Jewish state hope will come down more on Israels side than the previous Liberal administration.
I rarely speak to an entire country, but please, Canada … hold your ground. And dont accept empty promises from Hamas salesmen, which are surely about to be given. +

Paper Affiliated with Fatah Dehumanizes Jews and Israel
Arutz Sheva ^ | 17:01 Feb 20, ’06 / 22 Shevat 5766 | By Scott Shiloh

Anti-Semitic cartoons published in a PA paper affiliated with Fatah show that Fatah’s hatred of Jews and Israel is no less virulent than that of the Hamas.
As the government attempts to devise a strategy to deal with a Hamas government in the Palestinian Authority, many politicians and journalists have come out in favor of measures designed to bring back the Fatah party, headed by PA chief Mahmoud Abbas.
While the Fatah party ostensibly recognizes Israels right to exist, the partys hatred of Israel and Jews seems to parallel that of the Hamas. Fatahs attitude towards Jews and Israel is evidenced by rabidly anti-Semitic political cartoons frequently published by Al-Hayat Al-Jadida, a PA newspaper closely affiliated with the Fatah.
A number of these cartoons, culled by Palestinian Media Watch, are reproduced below. The entire selection of cartoons can be viewed at the PMW website.
Political cartoons demeaning Mohammad have ignited the Moslem world against the West. Despite the sensitivity of such cartoons, the PA paper regularly publishes cartoons against Israel and the United States that would be repugnant to people in those countries. The PA under Fatah rule was a large recipient of U.S. aid. +

Warwick, thanks for posting that link. Fascinating, detailed, credible…it dovetails with numerous other articles about the Iraqi WMDs.
What the article says is also the conclusion of the Israeli Mossad.
Among the logical impresssions we can draw from this article:
1. Russia is no friend of the West;
2. For the West to win the Global War on Terror, besides Iran, Syria also must have a regime change, one way or another.
Unfortunately too many decades of Liberalistic rule have turned our justice system into a joke. Criminals love to hear the word “Liberal” and “find root cause”. This means little or no punishment, whichh is why Canada is the headquarters of choice for terror groups, organized crime rings, and those wanting easy access to the USA. Unfortunately this will take a decade or so to reverse, so I guess we need to suck it up for awhile.
Sentinael said: “But I would stress this should be done only by professionals like ex-military, ex-police, etc. who understand and can avoid the grave danger posed by these people (patrols around the clock with automatic weapons). ”
Frankly I don’t know why this organization is not on the outlawed organizations under the Canadian anti-terrorist act…they have a decade of convictions in the US….then again I have to wonder why the Tamil terrorists were neverput on this list…maybe the Liberals need the terrorist vote as well as the convist vote. Time for Stock Day to expand the outlawed terror group list and begin the surveilence and round ups.
Actually any folks near this compound can start the ball rolling. All the police need is someone to complain that full auto gun fire has been heard coming from the compound, or “automatic military weapons” seen in compound resident’s possession, and the whole place will be raided by the gun cops under the Orwellian federal firearms act…it would be nice to see this draconian law finally used once ( before it’s repealed)to actually convict some real punks instead of persecute duck hunters.
If these Fuqra dips are stocking/caching weapons (and the preffered Islamist tool is the banned select fire AK47 and varients or the unregistered Glock 17…strangely enough the suspected terrorist compound is situated close to the main first nations reserve conduit for smuggling these illegal arms into Canada) I can see hundereds of fed firearms charges like “unauthorized possession of prohibited weapons, unsafe storage, etc. coming from a police raid….wanna call it in? 😉
Canadian Sentinel;
“Liberty/security balance: tradeoffs are unavoidable, unfortunately. Unfettered liberty is very attractive, but then the forces of evil would use it to destroy us; therefore sometimes there shall be a tradeoff, for example, to have your bags and shoes examined at airports.”
I don’t think that anyone wishing to live in peace and security minds the inconvenience of checking bags and kicking off shoes at airports etc. As you said these are fair trade-offs for security.
My point was that we have made it too easy and convenient for those with ‘evil’ intentions to set up shop in this great land of ours and enshrined their right to do so. They can operate virtually undetected and with impunity as they hide behind a cloak of religious freedom. As the government is forced to deal with these realities and finds ways to take away the ability for these organizations to operate, by necessity there will be an erosion of the rights of those who genuinely desire to serve the general good of society through their love of God and fellow man. The “tar them all with the same brush” effect could lead to persecution of those who are peace loving christians, muslims etc.
I am not saying that I have all the answers, far from it, if you read my previous post, I raised several questions that we as a society should be grappling with as we consider our future.
Freedoms such as freedom of speech, freedom of expression, freedom of assembly, freedom of the press etc are not just utopian ideals that cannot be attained or kept, they are the very lifeblood of a free society and must be protected at all costs or we are on the road to Facsism, Dictatorship and Totalinarianism.
My glass isn’t “half empty”. I am optimistic that the answers to these questions will be found because of the many strenghths we do have in our society. Good men can still serve the greater good in public office and make a difference. However, there must from time to time be those who, like Kate, serve as sentinals and bell ringers who will sound the alarm when threats exist to those things that we hold dear.
One closing comment. I find it increasingly counter productive and offensive in these discussions when those who wish to inflame issues with rhetoric cast out their one liners like “Nuke ’em all” or “let ’em burn”. If that is the extent of their contribution, they may as well sign up with Al Quaida, I hear they are recruiting. Rhetoric from extremists is no more attractive or humorous just because it comes from a this side of the spectrum. It is equally offensive. Shame!
Daniel

maz2 “MacKay was sworn in two weeks ago as part of the new right-of-center Conservative government, which defenders of the Jewish state hope will come down more on Israels side than the previous Liberal administration.”
I’m not as rabidly pro-Israeli as you lot but I have no problem with using aid as a bargaining stick. It’s a powerful and benevolent tool that nations can use to resolve conflicts peacefully. The Romans used similar techniques to turn Iberia, then their most rebellious holding, into its most peaceful and well integrated. I’m not talking about hegemony or imperialism here but you get the idea.
It also gives moderates within Palestine political leverage over their more extremist rivals. Remember one of the reasons why Arafat held back in the peace process was because he lived in constant fear of assasination from extremists in his base. If you think conservatives are hard on Harper you should check out Palestinian politics. Those guys kill each other way more than they do Israelis.
US tried a similar carrot witholding policy with respect to that accursed wall Israel is building. Too bad it was patheticaly flaccid in its execution.
Wrt to Palestinian and Arab cartoons: Did you expect politicaly correct cartoons from people living under those conditions? Note that a good deal of their criticsm is saved for their own governments. That latter point is a very good news.
US tried a similar carrot witholding policy with respect to that accursed wall Israel is building. Too bad it was patheticaly flaccid in its execution.
Hey, that wall has significantly cut down on suicide bombers.
Sharon got it right. Creating a defined physical border and pulling settlers out of disputed areas gives Israel the option of hitting back hard militarily.
Israel offered land for peace with the Oslo Accords and got nowhere. A different strategy is now in place.
If Palestinians are economically effected by less freedom of movement that’s too bad. They voted for Hamas. You can’t have it both ways.
Bravo Jose!
When trying to deceive a jury, don’t make a statement but rather use a question such as “remember ” rather than looking at the veracity of the proposition they might wonder if they have forgotten something that may have been true:
“Remember one of the reasons why Arafat held back in the peace process was because he lived in constant fear of assasination from extremists in his base.
Also it is important to develop a sympathetic repour with the audience. Try and find a connection with the accused with somebody they admire. It doesn’t mater how outrageous the connection may be. It shows that you and the accused are really on their side.:
“If you think conservatives are hard on Harper you should check out Palestinian politics.”
Continue to deflect criticism from the accused by asserting that although he is not perfect the rest of the gang is much worse than he.
“Those guys kill each other way more than they do Israelis.”
I have to give you an A- for your arguments but an A+ for your ability to refrain vulgar catch phrases and continued reasoned demeanor.
I live near Combermere and can tell you that activity at the compound has greatly reduced in the last 2 years. We used to see a lot of visitors to the compound fro mthe US. There was a lot of concern and resentment from the locals (mostly Irish and Polish Catholics) becuase the compound residents ignored laws and regulations (i.e. selling prepared food commercially without having a health dept. permit, etc.) used multiple identities as it suited them, collected welfare – even had welfare pay for skiing outings, home-schooled the girls, and swam in the lakes wearing full hijabs. The last straw was an application to build a mosque to hold 3 times the entire local population.
Now things are quiet – a few are still around but we hardly see them.
“Local”:
You’re comment leaves a big unanswered question…
Where are they now?
Local and Mad Mike:
They’re lying low for as long as possible.
They’re well aware we’re now aware of them.
Yet they remain undaunted.
Their motivation is fanatically religious, therefore they’ll naturally wait as long as necessary to get back to what they were doing in full force prior to 9/11. One inescapable fact about the Islamic terrorists is they have astonishing patience. A few manage to get restless and try something stupid and get caught, but the really dangerous ones will wait for the right moment… and strike, as predator with prey, just as they waited between 1993 and 2001 to try again on the WTC. Just as now they’ve been hoping we’d realize there hasn’t been a 9/11 since 9/11 and there hasn’t been one in Canada. But guess what? This thing we’re doing right here and now– watching the scum like hawks and discussing them in open forums– will force them to wait forever as long as we watch them forever.
They are actually in nature cowards. If they aren’t planning to “martyr” themselves, then they strike and run away, too cowardly to fight like real men. That’s what happened recently in Afghanistan when our guys over there were ambushed by the Taliban rats. Yep, we’re real impressed with their cojones. They sure got big, hairy ones, eh? Not.
It’s a standoff now. We must continue to stare them down, never blinking. We must recruit our own forces of good to watch and ensure they cannot do anything. We will continue to surveil, investigate and promulgate. We will bring pressure to bear on the government to do its job and defend national security from the enemy within as well as without.
Our ranks are growing as we speak. Yes, they are.
The evildoers will fail and we will prevail.
where are they now.
they’ve disbursed and are living in a neighbourhood near you. holding kiddie birthday parties and blending in.
…there’s a mullah hiding behind every rock…well maybe under it.
these boys just up the road from Pickering , the nuke plant.
they likely work there now.
