Canadian election votes are paper and pencil and are counted by hand and scrutineered by reps of all parties at each poll.

Calgarys recent Civic election of an absolute Marxist nobody is proof positive. When my wife and I voted, our ballots were immediately put into a DOMINION voting machine. WE SAW IT with our own eyes my friend.
They use them in provincial elections (e.g., Ontario starting in 2018).
The above is only true for federal elections. Hand counting works because there is only one race per ballot.

Voting machines may be used in Provincial or municipal elections but are not used in Canada for federal elections, and hopefully never will be.
Our local (and BC Provincial if I remember correctly) elections use paper ballots which are scanned and tabulated, all under the watchful eyes of all party scrutineers. The paper ballots are saved in case of manual recounts.
The scanner is a simple off-the-shelf machine. No idea what software is involved, but I doubt it’s overly complicated. Anything more complicated than digitized ‘multiple choice’ test marking software is unlikely(?).
