The Rest of the Online Harms Consultation Story: Canadian Heritage Forced to Release Hundreds of Public Submissions Under Access to Information Law

For months, the results of the government’s online harms consultation was shrouded in secrecy as the Canadian Heritage refused to disclose the hundreds of submissions it received. I launched a page that featured publicly available submissions (links reposted below), including 25 submissions from organizations and companies as well as six individual expert submissions.

The criticism of the government’s plans were even more widespread than previously revealed. Indeed, reviewing the submissions uncovers very few supportive comments of the government’s online harms from either organizations or the hundreds of individual submissions.

The most notable submission came from Twitter (its must read submission is here), which warned that the proactive monitoring of content envisioned by the government. 

“sacrifices freedom of expression to the creation of a government run system of surveillance of anyone who uses Twitter. Even the most basic procedural fairness requirements you might expect from a government-run system such as notice or warning are absent from this proposal. The requirement to ‘share’ information at the request of Crown is also deeply troubling.”

“The proposal by the government of Canada to allow the Digital Safety Commissioner to block websites is drastic. People around the world have been blocked from accessing Twitter and other services in a similar manner as the one proposed by Canada by multiple authoritarian governments (China, North Korea, and Iran for example) under the false guise of ‘online safety’ impeding peoples’ rights to access information online.”

  1. For hypocrisy to be complete, looks like it’s time for another salvo of Prime Moron + miniMe midget boasting what a fine democracy Canada is.

  2. I love the way Twitter lists their five bullet points on what they can remove. One of which is simply a word…”Hate.”

    I hate red beets.
    I hate the smell you get when killing those round brown “stink bugs.”
    I hate most modern art, which reflects something a brain damaged four year old could accomplish.
    I hate bad drivers who never seem to be directly involved in a crash, but cause them continuously everywhere they go.

    The point is. Hate is subjective. Hate can be justified. Hate is an emotion we have all experienced. Hate is NOT a defining factor of what is and is not allowed. For Twitter, “Hate” is a vague and overbroad excuse for pursuing ideology.

    1. I find it strange governments want to eliminate a human emotion. Will they promt love or joy?
      I can see the slogan “We will tax you to happiness” with a joy tax. WIll police monitoring the internet call round your house to remind you to be joyful tomorrow … or else. Will they run you off to a joy camp if you are detected by facial recognition as being unhappy?

      After 1984 comes Brave New World.

  4. Millions of Canadians hate Juthtin Trudeau’s guts and it can’t ever be blocked by the government but I’d love to see them try.

    1. They don’t want to block it, they want to de-platform it – ie: no bank account, no flying, no trains, no gas, no food, no life for those “haters”.

  5. Justine/Singh never let the facts cloud their agenda of full blown tyranny, once free speech is gone they’ll criminalize anything that exposes their corrupt regime’s rule of tyranny. Both need to be removed as party leaders, their collusion of stripping Canadians of every single freedom is constantly being done in backroom deals at the expense of our liberty.

  6. When Twitter is comparing your Governments censorship rules to North Korea China and Iran its not good.

    The Liberal/NDP dicktatorship and their Media are fascists, plain and simple.

  7. I don’t refer to the Spawn-Fuhrer in such a manner to defy Godwin’s Law. I do so because it is an accurate slur on the character and intentions of Canada’s PM. He’s a fascist and authoritarian. This is obvious and undisguised. He is an enemy of freedom and prosperity and hiding in a political party with an Orwellian name meaning the opposite of what it stands for today. That Canadians support him is proof that it has become a nation of lunatics.

    1. The problem with getting rid of one fascist is that there is always another waiting in the wings. Wexit is the only option.

  9. Twitter just doesn’t want the government stepping on its toes. Twitter has already very forcefully homesteaded unmerited censorship.
