Sponsorship program still needed: Quebec riding

A few Liberal party members in Quebec say they want to revive the sponsorship program to promote Canadian unity despite its history of waste and abuse.
According to the newspaper Le Devoir, the federal Liberal riding association in Jonquiere-Alma plans to table a proposal to bring back the program, which was scrapped by Prime Minister Paul Martin in 2004 after revelations of widespread abuse.
“I think that Canada’s visibility in Quebec is insufficient given that … there is continually a smear campaign in regards to sponsorship and governance,” riding association president Gilles Savard told the newspaper.
Savard says some sort of unity campaign is needed to combat the “propaganda” being spread by the 54 Bloc Quebecois MPs in Parliament.
The call comes in the wake of Justice John Gomery’s report released Nov. 1, 2005. The report highlights systematic abuses where advertising firms in Quebec were paid $150 million for little or no work to promote Canadian unity. The companies then channelled most of the money back to the Liberal party’s Quebec wing between 1995 and 2001.
Gomery’s final report is due out in February 2006. The issue has galvanized the federal opposition in calling for an election.
Savard says the program itself “wasn’t a dumb idea” and that the new one would be more structured and controlled.
He said some people in his riding believe there are border stations between Quebec and Ontario, and that they will be beaten up should they set foot in Ontario.
Savard’s riding association will table the proposal at a weekend meeting of the party’s Quebec wing.

Gomery appointment raises conflict questions

When the first report on the Liberal sponsorship scandal was released by Mr. Justice Gomery, many Canadians didn�t believe that Prime Minister Paul Martin was blameless and all the blame was laid on his predecessor Jean Chr�tien, former Minister of Public Works Alfonso Gagliano, Chuck Guit� and a handful of apparatchiks from the Quebec wing of the party.
On the surface of things it does seem more than a little incredible that the former Finance Minister could continue to fund the sponsorship program without understanding where the money was going. Notwithstanding this, Gomery heaped the blame on the previous regime.
But never mind that, Gomery�s reference to money laundering is particularly poignant when one considers the Minister responsible for the program, Alfonso Gagliano, was the former accountant to Augustino Cuntrera, the de facto head of the Caruana / Cuntrera mafia family since his cousin Alfonso Caruana, was bagged up in Project Omerta by the CFSEU in Toronto. During that time in the early �80s, police alleged that the Caruana/ Cuntreras laundered millions of dollars through the family�s accounts at the Montreal City and District Savings bank.
In one eight month period, RCMP Sgt. Mark Bourque established that the family laundered over $21 million through the bank. On some occasions, as described in the book Bloodlines by Antonio Nicaso and Lee Lamothe, they drove up to the bank with a pick up truck loaded with cash.
Gagliano has spent the intervening years denying his connections to the mafia as recently as last year after Frank Lino, former mob Capo turned informer, named Gagliano as a �made member� of the Bonnano family.
Now, all of this is suspicious and sleazy enough. The CEO of the bank used by the Caruana / Cuntreras at the time was Raymond Garneau, who was appointed by Paul Martin in his capacity as Finance Minister, to be a Director of the Bank of Canada. He was fired by Jean Chr�tien after he had the temerity in 2002 to suggest it was time for Chr�tien to resign in favour of Martin.
A police investigator involved in the money laundering investigation said later, “I don’t know how to define Mr. Garneau’s conduct in those circumstances,” he said. “The money of the Mafia came in handy for the banks, and everybody closed their eyes. Even in front of the evidence.”
On June 22, 2005, Mr. Justice Gomery announced he was establishing an Advisory Committee to assist him in making recommendations to government, based on the facts found in his original report, to ��prevent mismanagement of sponsorship programs and advertising activities in the future.” Garneau chairs that Advisory Committee.
Scott Newark, the former special advisor to the Ontario Attorney General said when contacted about this, �It is remarkable and disturbing that an individual with the political history and personal connections to Martin that Garneau has should have received such an appointment.�
Remarkable indeed. And, given the connections to Martin and Gagliano, one wonders how the appointment came to be made.

An article I read in one of the Toronto rags the mirror-guardian on Nov. 11th?-12th?, it’s gone now:
Two things about what is mentioned in the article, number one.
They talk about how the “Lawyer” Deborah Coyne, and of coarse they would want to bring up the fact that she is the one that produced Trudeaus “love child”, to make it spicy, LOL, is apparantly going to move out of Ottawa and move into Laydowns riding and run against him. The highlite on this was the way they quoted her she was saying that “it is a good time to be proud to be a Liberal,” now that the Gommery Report has identified the Liberals who were involved, and the insinuation is that now the Librano$ are “clean”. “It is a good time to be a proud Librano.” My what a promotion she gave herself, going from a lowly lawyer to judge and jury, insinuating through her chrystal ball that the Gommery Report has identified all the culprits, and this while driving from Ottawa to Toronto to take up new residence??LOL, what the hell did we need Gommery for?, the Coyne woman should have just taken a “ride” to Toronto? and with 33 million Canadians waiting with baited breath to see who the next Libraon$ is going to be “sentenced”! in a court of law, because there HAS to be, so is she trying to say end of story???

Part two of that article has a subtle lie in it as regarding trying to lay blame on the defeat of the Meech on the shoulders of Clyde Wells AGAIN, who Deborah Coyne was an advisor to during the Meech fiasco, saying that Wells “helped in defeating” Meech! DAAAH! Wells had no more to do with it than any one of millions of Canadians, ILIJA HARPER the Aboriginal Liberal MP from Manitoba had the Meech dead before Wells “may” have killed it in the Newfoundland Labrador Legislature,the next week, as the rumour had it that he would.
The MSM got away with spinning “IT WAS CLYDES FAULT” ,at the time because there was little right wing media to rebutt,although it is doubtfull that they fooled too many in Quebec, however now that we have the net, they won/t be able to get away with a connotation of lies and half truths, and poor Ilija Harper (theres that pain in the Librano$ ass “Harper” name again LOL) couldn’t get re elected in the next two elections he ran in, I guess the Big Red machine bowled over the “traitor”!
No way did the Librano$ want it to be seen that the Librano$ denied Quebec their Distinct Society, but they couldn’t avoid it, remember Ilija Harper waving his FEATHER in the House denoting NO DISTINCT SOCIETY? and the Libs were fumming:

Please get things right people. Allan (two “ls”) Rock is Canada’s ambassador to the UN, with the formal title “Permanent Representative”–which is the title all countries’ UN ambassadors have. It simply mean they are based at UN HQ and are not temporary representatives such as foreign ministers or heads of government who show up occasionally to represent their countries.
Ambassadors to NATO and most other international organizations are also formally titled “Permanent Representative”, for the same reason.
The Canadian posting for a career diplomat is usually four years. Since Rock is political, if the Liberals do not form the next government he will be gone.

The tension mounts
The tension surrounding the Finance Minister’s Economic Update is so thick that with some effort you could cut it with one of those plastic knives that they give you on Air Canada flights. However in saying this I recognize now that if you could cut the tension with one of those knives then the tension wouldn’t be very thick at all. So then why don’t I just set down that plastic knife, and back away from it very slowly before I get fatally stabbed by my own metaphor.

Not surprisingly, this is a service that authors of such stories cannot resist. But lately I’ve seen that my columns have been referenced by some very weird Weblogs. For instance, the first blog to link to my recent plea to mitigate techno-logical incompatibilities was one called Relationships. It placed a snippet from my column among a laundry list of relationship-oriented articles on the Web, with no extra editorial commentary or evidence that a human intelligence was behind the choice.
Unfortunately, this was no mysterious anomaly but a nettlesome commonplace on the Web. It was a spam blog. That’s right�in addition to e-mail spam and instant messenger spam (spim), there’s a new form of exploiting the Net’s openness�splogs. “It’s due to the fact that readership of blogs has grown so much,” explains Jason Goldman, product manager of the Blogger division of Google. The blight has sprung out of nowhere this year, confusing anyone who stumbles upon them, and dramatically gumming up search results, especially on services that focus on tracking blogs. “It’s the No. 1 problem for search engines,” says Matt Mullenweg of WordPress, a blog-software service. The real news probably shouldn’t be about Open Source media itself, but the kinds of changes to communication technology that have made it possible. To a certain degree something like Open Source Media was fated to happen; and the launch may mark the time when the lines between the audience and the players became so blurred that it took a new form to take account of the fact. The technical revolution underlying the development hasn’t stopped yet; indeed it is likely to accelerate. For that reason Open Source Media is likely to represent a beginning rather than a closed event.
That said, it’s been gas meeting these guys on the ground. What’s striking is the sheer variety of backgrounds they come from. It’s the invasion of the Day Job crowd and almost empirical proof that the “audience” has come on to the stage.
For those who are curious, Roger Simon really does wear a hat. Charles Johnson and Glenn Reynolds look like your unaverage nice guys, the sort of person you’d ask directions from when you’re new in town and wonder later what they did for a living. I’ll post more news as it becomes available.
