  3. In regard to the Navy Secretary, it should be noted that the Biden administration has a remarkable staff selection process which routinely identifies the least capable person available for each important role in its ranks.

    One wonders what technical modifications he will identify to permit naval vessels to deal with rapidly rising oceans.
