   1. They’re operating in St. Catharines. The daughter of a family friend got ensnared. Cops won’t do anything.

      A lot of that is because these gangs target unsympathetic victims. The girls are often from broken families, there’s drugs and alcohol abuse in the home, sometimes pre-existing sexual abuse. The gangs can’t get their hands on girls unless the girls are in dangerous situations in the first place, and that happens because the parents have abdicated their responsibility to safeguard their children.
