Chief Bruce Achneepineskum says his people have seen the ill-effects of development on their territory without their consent, with the water diversion destroying fish populations and drying up canoe routes, and they do not want it to happen again.

It’s a generational thing….it took decades to instill the victim mentality into them and will take time to exorcise it. The best way to handle it is to use those bands that make something of themselves as examples and let the corrupt ones collapse. There are a handful of good examples and LOTS of disasters.
It’s a funny thing, and a small detail to pick on, but I haven’t seen natives use anything but gasoline-powered outboard motors or jet boats since the 1970’s. The idea that they are somehow more in touch with nature than Caucasians doesn’t hold up under observation.
And lots live at fly-in reserves.
Even get their kids helicoptered to school because sometimes the river isn’t safe to cross…in a canoe.

But don’t try to keep one of ’em from stealing your pickup truck out of your driveway in Hamilton, miles and miles away from the reserve. Nope, that’s going to get you 8 years in jail, even though the correct jail term is supposed to be 6 years. And even though two juries might have found you innocent.
Just leave the keys in it and don’t even look outside, my friends.

I’m fine with them preserving the old ways (that they have never used for two generations) as long as they give up the modern ways (automobiles, TVs, smart phones, pots and pans, running hot & cold water, synthetic clothing, guns, snowmobiles, outboard motors etc.)
The deal should be, if you stop modern development, you also stop and and all moneys from any and all governments. If that were the case, they would welcome development in their traditional territories.
Yup give up all of the trappings of modern civilization.

True story. A close relative was responsible for expanding his employer’s network across Canada- towers. Every time they needed to put one on a reserve, the best location was a sacred burial ground until the bribe amount was agreed upon
