Why do you think they burnt them down to start with? To move forward with their Low cost Soviet style block housing, or as they call it these days, 15 minute Ghettos.
As others have observed, this is utterly expected.

Two things you can bet the farm on:
1. This “Low-Income” housing will end up costing orders of magnitude more than the new homes the current owners want to rebuild (and most of the $ will disappear).
2. The property taxes generated for the state of California by the “Low-Income” housing will be ~$0.00/yr.
3. California politicians will make (skim) lots of money from these building projects.
4. And all because of a long ‘match’ through the Pallisades.

I would love to feel sorry for the residents of Malibu, the Pallisades, etc., but I don’t. They vot overwhelmingly Dem in an exercise of immaturity and virtue signalling (almost Canadian style) well, FAFO.
The law won’t survive a court challenge. There’s a big glaring conflict(s) of interest. The Municipality controls the permissions to rebuild on a bunch of different levels. They applied ex post facto requirements additionally. The District Courts and the Ninth Circuit court of appeals might let that slide, but the USSC will shoot this down.
The Insurance companies, also, have exposure on Replacement Cost Homeowners policies. There’s going to be a challenge on the additional requires incorporated into rebuilding and how that applies to the policy language on “replacement cost” policies.
Then, there is the malfeasance of the municipality and the State in creating the conditions that led to a prolonged fire.
There will be people who challenge all of this, and have the money to do so. You may even see a Class Action Suit in that regard. Still, I don’t really care. Although, I would like to see Tom Hanks’ still standing $26 Million mansion surrounded by graffiti ridden low income housing, That would be amusing.

If that is ruled “constitutional” … which it just might … because the Chief Justice has already decreed the government has the power to “tax” anything it wants … if it decides to destroy your own personal Healthcare in the name of Obamakkare … then shut up Serf!
Now that the State voted to tap Property Taxes to fund Low Income housing … LOOK OUT! Here come the massive Property Tax increases to fund the kind of 1960’s tenement housing that was all torn down less than 40 years later. Oh? That won’t happen?
Are you aware that MANY CA municipalities already charge MASSIVE “Affordable Housing Fees” to every New and Remodeled Home permit? For example … in lovely Sonoma … if you build a 2,500 sq.ft. home or addition … you PAY $27,144.00 in “Affordable Housing Fees”. Why? Because John Roberts says they can. Oh … and that’s on top of the $15,000.00 you’ll pay in “School Developer Fees” … and the $40,000.00 water meter Fee. And you haven’t even put a shovel in the ground yet.
