    I recall Alberta doing that and they just ended up borrowing from Peter to pay Paul, depending on what ribbons needed to be cut on some university campus versus what to defer that wasn’t ‘sexy’.

    1. This is the problem with Carney’s promise to build more hospitals. OK, building hospitals is great. Now who will pay for the doctors and nurses once the new hospital is built, because that is a provincial pocket.
