I am now convinced that Carney is going to use yet another form of Government Accepted Accounting Practices, which if used by anyone outside the government, would result in them going to jail for life. I’m also convinced that no one will be able to figure out how much the government spends, nor how they differentiate between “Capital” and “Operational” spending.
