Paper ballots. Printed beforehand on watermarked paper, each batch of one thousand has the same serial number, and the clerk and partisan judges activate them the day of the election by adding a random number and their initials to each ballot in that lot before distributing. Spoiled ballots are marked void front and back. Extra ballots after the polls close have their edges marked with ink, with enough ink to bleed a couple mm into the edges of the paper, then segregated with the spoilt ballots, and store with the voted ballots.
Fill in the oval.
Run them through a machine ten minutes after the polls close. You have the results minutes later, and hard copy records for all eternity. Lock them away in sealed bags in locked and sealed cabinets with signed paper seals to prevent tampering. Video it all and the cabinets 24/7.
Do a video record public audit a week or sooner after polls close. Watermark, Serial Number, judges initials. Trace every ballot paper used, whether voted, spoiled, or not used. Each lot should have exactly 1,000 papers. No more, no less.
Then do a video recording hand recount office by office; candidates A, B, C, D, E, no vote, invalid vote. Compare to the original results.
Treat early votes to the same security and cross checks.
Get rid of mail in voting, or use similar measures, especially anti-counterfeiting along with signature verification.
