First, we have senior public servants, Cameron MacDonald and Antonio Utano, giving critical testimony about the ArriveCan affair on November 7, 2023. Their testimony was not only forthright but also directly critical of O’Gorman, Doan, and indirectly, Minister Mendicino. This is where things start getting fishy.
Shortly after this testimony, on November 27, 2023, MacDonald and Utano were made aware of an investigation by the Canadian Border Services Agency. Genuis is rightly suspicious of the timing – just a few weeks after their critical testimony, they’re suddenly under investigation. It stinks of retaliation, doesn’t it?
O’Gorman claims that this investigation was part of an ongoing one from November 2022, but the timing of the informants being notified is suspiciously convenient. Genuis is digging for the truth here: were these new allegations or part of the ongoing investigation? The answers are vague and unsatisfactory.

Like any criminal conspiracy, it’s kept quiet and under the radar until someone thinks they got shortchanged or think someone else is taking more than their fair share.

The Ottawa civil service is bullet proof in that nothing changes when a government gets voted out. Everybody retains their job. If the MP they worked for gets defeated they simply get assigned to a new one. They may have worked for a librano cabinet minister for the past 10 years but their new MP could easily be a CPC MP.
Loyalty dies hard and the civil service has been known to leak the secrets of their new boss to their old one. Not all the civil service is unprofessional. There are those few who remain bipartisan. The other issue is their union.
In a perfect world the civil service is not corrupted by elected officials.

“Special investigations” and suspension without pay are the worst thing that can happen to a federal employee. No income, job threatened, if they have any friends in the public service the friends will have been cautioned to have nothing to do with them lest they be caught up in the investigation.
Assuming the investigators don’t manage to find anything on them and they are able to return to work, the people in charge of the investigation will make the accused’s life is hell. They will be glass ceiling’d, brutalized on performance reviews, and excluded and picked on in a thousand little ways.
I had a friend that went though it. When he was eventually exonerated and allowed to returned to work, they moved his desk to a remote location and put his office in a small room with no windows. They then let him know that he would be evaluated on his performance and gave him no work to do. The process aged him. He only had three years left to get his pension but they did everything in their power to drive him out.
