I believe the language in the actual Emergency Act says, yes they can compel people to do the governments bidding but it does state they will be compensated.

If I had a tow truck in Ottawa right now, I’d pull out the engine and dismantle it on the floor in front of the truck.

Well, that’s a bit vague. It seems to me that a vast majority of this document violates the very basis of the Act. It is presumptuous…and doesn’t deal with specific occurrence. Instead, it deals with actions and behaviors that MIGHT result in detriment.
IOW …beware the government documents that rely heavily on “reasonable expect” and “could” qualifiers. It’s code for “control.”

By using the nuclear option, I have to agree with the Sun‘s writer that Prinz Dummkopf’s action constituted a complete and utter failure of leadership. But, then, we already knew that when he chickened out and suddenly had contracted the virus.

In Part II, definitions it states
“public order emergency means an emergency that arises from threats to the security of Canada and that is so serious as to be a national emergency; (état d’urgence)”
and earlier a national emergency is defined as ”
3 For the purposes of this Act, a national emergency is an urgent and critical situation of a temporary nature that
(a) seriously endangers the lives, health or safety of Canadians and is of such proportions or nature as to exceed the capacity or authority of a province to deal with it, or
(b) seriously threatens the ability of the Government of Canada to preserve the sovereignty, security and territorial integrity of Canada
and that cannot be effectively dealt with under any other law of Canada.”
Since the protests do not meet either criteria in the definition of “National Emergency” there is no Public Order Emergency and the Order in Council is null and void.
Also, I note the preamble states.
“AND WHEREAS the Governor in Council, in taking such special temporary measures, would be subject to the Canadian Charter of Rights and Freedoms and the Canadian Bill of Rights and must have regard to the International Covenant on Civil and Political Rights, particularly with respect to those fundamental rights that are not to be limited or abridged even in a national emergency;”
